F. 1535 NE 10th, East Park Addition, Block C, Lot 6 <br />Owner: Mable Palmer, %Jesse L Palmer 1535 NE 10th, Paris, TX 75460 <br />Present: Jesse Palmer, 930 NE Center, Paris, TX 75460 <br />No back taxes owed <br />Mr. Talley stated the front of the structure has deterioration along the roof line, <br />the foundation is sinking into the ground, there is damage to the front porch. The <br />south side is missing wood and has deteriorated wood. The roof is buckling and <br />the house is lower than the porch. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Jesse Palmer stated that he doesn't think he is able to have the house lifted and <br />wanted to know what the city would charge to demolish it and he would make <br />payments. <br />Don Wilson asked Mr. Palmer to clarify that he was not asking to repair the house <br />and that Mr. Palmer did not want an extension from the 30 day recommendation. <br />Mr. Palmer's main concern was the cost of the demolition. Mr. Talley said that he <br />could not give an exact amount but that it was $47 per ton. Mr. Wilson asked him <br />to give him a range and Mr. Talley stated it could be anywhere from $2000 - <br />$3000. Mr. Palmer stated that he is interested in talking to whoever he needs to <br />talk to about payments because he could not fix up the house. Mr. Talley stated <br />that he would be the person to talk to. <br />Motion was made by Johnny Norris, seconded by Wendell Moore to accept <br />Robert Talley's recommendation. Motion carried unanimously. 5 -0 <br />Request was made by Robert Talley to move to item 3. B., 334 NW 3rd, City <br />of Paris, Block 56, Lot 9 <br />B. 334 NW 3`d, City of Paris, Block 56, Lot 9 <br />Owner: Mark Malloy, 1406 Church, Commerce, TX 75428 <br />Present: Mark Malloy, 1406 Church, Commerce, TX 75428 <br />$485.94 owed for 2012 back taxes <br />Robert Talley stated that there was a fire at this structure. The rear of the structure <br />received the worst damage and there are sections where it burnt through the roof. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Mr. Malloy stated that he bought the property and had spent about $18,000.00, <br />did not have insurance and does not have the money to repair or demolish the <br />house. <br />Mr. Wilson told Mr. Malloy that as he heard from the previous property that he <br />can set up a payment plan with the city. <br />Mr. Malloy told the commission that even making payments was not an option for <br />him at this time as he was unemployed and he spent his saving on the house, he <br />had plans to fix it up and move into it.
