Mr. Kamper was <br />appointed as the administrator of Mr. and Mrs. Winfrey's estate. The estate has no <br />money. <br />$299.74 back taxes owed. <br />Robert Talley spoke with James Morrison on the phone. <br />Robert Talley explained that the structures walls are leaning and sinking into the <br />ground and has sunk up to the windows, it has rotted wood, and several complains <br />have been filed with the Code Enforcement department on this property. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Mr. Kampfer stated that he was appointed to represent the administrator of the <br />Winfrey's will which no longer has funds in it. Mr. Morrison's wife was the only <br />heir to the estate. Mr. Kampfer explained that the property and the property next <br />door were both under a contract with a realtor and since the notification on <br />condemning the property the realtor has rescinded the contract and the contract <br />has to be re- worded. Mr. Kampfer asked for additional time for both properties to <br />sale the properties. <br />Motion was made by Johnny Norris, seconded by Zac Saffle for the property <br />owner to demolish the property in 90 days, if not the City has the right to <br />demolish and apply a $1000 per day civil penalty to the property. Motion <br />carried unanimously. 4 -0 <br />Request was made by Robert Talley to move to item 3. The estate has no <br />money. <br />Robert Talley showed pictures of deterioration, damage around the porch, <br />unsecure, roof is leaking, water damage, and there are two sheds in the back of the <br />house that are deteriorated also. <br />
