MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY OCTOBER 9, 2013 12:00 O'CLOCK P.M. 1. The meeting of the Historic Preservation Commission was called to order at 12:00 p.m. by Chair Ben Vaughan. A. The following commissioners were present: Chair Ben Vaughan, Nancy Anderson, Douglas Cox, David Stewart, and Beatrice Ardila B. Lauri Redus was absent, and 1 position is vacant. C. Also present: Joey Sleeper, Historic Preservation Officer; Paul Denney, Architect; Robert Talley, Code Enforcement Supervisor 2. Approval of minutes from previous meeting. (September 23, 2013) Motion was made by Commissioner Cox and seconded by Commissioner Anderson to approve the minutes with amendments. The motion carried 5-0. 3. Consideration of and action on the following Certificate of Appropriateness: Facade & roof reconstruction, The Grand Theater, 21 Lamar Ave, City of Paris Chair Vaughan introduced the item and called the architect, Paul Denney. Commissioner Ardila recused herself, as she is employed by Mr. Denney. Mr. Denney explained that is a city -owned facility and the project and funding had been approved by city council and a construction contract would soon be awarded. Mr. Denney then explained that the project included the restoration of the building fagade to resemble the buildings facade circa 1937, repair and structurally enhance the existing canopy, and reconstruction of the roof. Commissioner Stewart asked if the existing precast motif insets, which would be covered by the proposed fagade, could be removed and retained for future use. Mr. Denney answered that it was possible, but was not included in the scope of the project. Commissioner Anderson asked if this phase of the project would include removal of the temporary plywood supporting the canopy. Mr. Denney explained the project did include structural modifications to the canopy which would eliminate the temporary supports. After further discussion, a motion to approve the item as submitted, with the precast motif inserts being removed and retained for future use, was made by Commissioner Cox and seconded by Commissioner Anderson. The motion carried 4 -0, with Commissioner Ardila abstaining.
