MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY OCTOBER 9, 2013 <br />12:00 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 12:00 p.m. by <br />Chair Ben Vaughan. <br />A. The following commissioners were present: Chair Ben Vaughan, Nancy <br />Anderson, Douglas Cox, David Stewart, and Beatrice Ardila <br />B. Lauri Redus was absent, and 1 position is vacant. <br />C. Also present: Joey Sleeper, Historic Preservation Officer; Paul Denney, <br />Architect; Robert Talley, Code Enforcement Supervisor <br />2. Approval of minutes from previous meeting. (September 23, 2013) <br />Motion was made by Commissioner Cox and seconded by Commissioner Anderson to <br />approve the minutes with amendments. The motion carried 5-0. <br />3. Consideration of and action on the following Certificate of Appropriateness: <br />Facade & roof reconstruction, The Grand Theater, 21 Lamar Ave, City of Paris <br />Chair Vaughan introduced the item and called the architect, Paul Denney. Commissioner <br />Ardila recused herself, as she is employed by Mr. Denney. Mr. Denney explained that is a <br />city -owned facility and the project and funding had been approved by city council and a <br />construction contract would soon be awarded. Mr. Denney then explained that the project <br />included the restoration of the building fagade to resemble the buildings facade circa <br />1937, repair and structurally enhance the existing canopy, and reconstruction of the roof. <br />Commissioner Stewart asked if the existing precast motif insets, which would be covered <br />by the proposed fagade, could be removed and retained for future use. Mr. Denney <br />answered that it was possible, but was not included in the scope of the project. <br />Commissioner Anderson asked if this phase of the project would include removal of the <br />temporary plywood supporting the canopy. Mr. Denney explained the project did include <br />structural modifications to the canopy which would eliminate the temporary supports. <br />After further discussion, a motion to approve the item as submitted, with the precast motif <br />inserts being removed and retained for future use, was made by Commissioner Cox and <br />seconded by Commissioner Anderson. The motion carried 4 -0, with Commissioner Ardila <br />abstaining. <br />
