1. Amendment of the HPC Design Guidelines to allow 5 %" nominal width V- Groove <br />vertical painted wood siding blanker panels on side or rear portions of Downtown <br />Historic District buildings. Paul recommended filler panel for sides and rears and NOT <br />primary facades. Least historically correct. 60% of the buildings are vacant and storage, <br />revitalization very slow- only comment was from Ben Vaughn, with no objections. <br />2. Amendment of the HPC Design Guidelines to allow painted black or dark gray plywood <br />blanker "pane- panels" to be used in lieu of glass panes in existing above - canopy <br />transom windows and /or multi -pane sidelights in the Downtown Historic District. <br />Discussions: Incentive to building owners to bring back the look of the transom windows <br />to make a step toward historically correct windows and give the historic look and feel <br />and be a tool for preservation. <br />3. Amendment of the HPC Design Guidelines to allow heavy -duty black or white fencing <br />vertical pipe or steel tubing fences and /or gates at the entrances to existing alleys in the <br />Downtown Historic District. City owned/ private ownership? Needs more investigation? <br />Clarification on access. <br />4. Cheri Bedford included in the agenda packet the National Parks Service Preservation <br />Brief 31 on Mothballing techniques for the commission to be aware of all the specifics <br />that it would include if someone would be interested utilizing this as a tool to preserve <br />their historic structure for future use.- Ben made a note about the procedures in <br />Mothballing and how they coincide with the Demolition by Neglect ordinance that HPC <br />is very interested in pursuing. <br />7.
