Mrs. Prestridge applied for 1115 waiver money, along with University of North Texas Health Science Center, <br />and both received money. We are partnering with them and they will come to the Paris -Lamar County <br />Health Department and train our clinician and staff on mental health issues and they will also have a <br />psychiatrist on staff that we may contact and some medicines. <br />Mrs. Prestridge went through Hiring Partners and is hiring a part-time employee to credential us and bill for <br />Medicare, Medicaid, and private insurance. The employee will work approximately 20 hours a week for $12. <br />per hour and will be paid with the DSRIP 1115 Waiver money. <br />Mrs. Prestridge advised that we have three billboards up for our Smoke -Free Environment campaign and <br />Tobacco Prevention and on the bottom is a tagline saying sponsored by the Paris -Lamar County Health <br />Department as well as the radio ad. The billboards are located near the Toco area, the Reno area, and on <br />the loop and across from the Paris Regional Medical Hospital. <br />Mrs. Prestridge asked the board members to give her some guidance on the insurance options. We are <br />currently part of TML (Texas Municipal League) and we are part of the pool. Option # 1— if we meet the <br />criteria (Gina is checking to see if we qualify), if so, then we can then stay in the pool and we can be our own <br />little group for 15 full -time employees, but premium may go up. Option # 2 —we can give a stipend, <br />currently we give $425.00 monthly to each employee and they use that money to shop the plans that the <br />City of Paris offers, such as: if they choose to cover the employee only then they may get money back and it <br />is put in an HRA account to be used to pay for prescription drugs, glasses, dental appointments, etc., or if <br />they choose to add their spouse then they must add their own money to cover any premium over the <br />$425.00. stipend amount. Do we stipend the $425.00 and let the employees go into the market place and <br />shop Obamacare and if the premium is more then they must contribute or if it is less then they get to keep <br />it? Obamacare is still up in the air, but there is a provision that if you don't take the City of Paris insurance <br />and if we do the stipend amount but that falls through, then there is a provision that you can get back on the <br />pool at TML. Mrs. Prestridge has requested this provision in writing. Option # 3 - Mackey and Pierson <br />Insurance Agency is sending an insurance quote for her employees. Should we offer only one option to all <br />employees? We will discuss all three options at next meeting. <br />Mrs. Prestridge advised that currently employees contribute 6% and we match 7% to their retirement <br />account. We may want to set up a 401K or HRA account and let the employees contribute the 6% and you <br />decide the match % amount. <br />Mrs. Prestridge advised that she purchased a 2001 Chevrolet Silverado % ton truck to be used for mosquito <br />spraying from Paul Prunty. The truck is being put into the Paris -Lamar County Health Department name with <br />exempt tags and decals and unit #1. <br />The Board Members need to do an annual performance evaluation (See attachment #1) on Dr. Amanda <br />Green and Mrs. Gina Prestridge.
