PEDC Board Meeting Minutes <br />December 10, 2013 <br />Page 2 of 3 <br />Parallel Taxiway (overlay); 3) Rehabilitate Aircraft Parking Apron (overlay) and 4) Reconstruct <br />Head wall and Culvert Associated with Drainage for Little Sandy Creek (see Exhibit 6B of <br />attached). He proceeded through the intermediate - and long -term development of the Master Plan. <br />(Pam Anglin Joined at 3:10 p.m.) <br />Billy Copeland, Airport Advisory Board Chairman, told those present the numerous short-falls <br />prohibiting the airport from being developed: <br />1) Creek that runs north and south along Airport Road can be used for a utility corridor; <br />2) Lack of water and sewer availability (City Council to consider hiring a consulting engineer <br />to develop the water and sewer infrastructure at their December 16, 2013 meeting); <br />3) Need of hanger space; <br />4) Road access (parameter) rather than using the existing run ways; and <br />5) Could use an aviation mechanic, upholstery, paint and general avionics services. <br />Bruce Carr told those present that he thought a "punch list" of obstacles /challenges prioritized by <br />needs vs. costs would be beneficial. Shawn added that an airport incentive package to offer <br />prospects would include: incentives (tax abatement, cash, ground lease, etc.); establish the airport <br />as a re- investment zone; utilities available (water, sewer and natural gas) and develop a plan to <br />market the airport to target industries that would provide the avionics upholstery, painting, <br />mechanic services needed. <br />Stephen Grubbs asked how would we market the airport to potential customers since our main <br />focus is agriculture and health care? Steve Gilbert stated, by attending trade shows focused on <br />aviation and identifying who those companies are and start creating relationships with them. <br />Bruce Carr made a motion to have a joint meeting with the Airport Advisory Board at the airport <br />on Thursday, January 16, 2014 at 3:00 p.m.; seconded by Stephen Grubbs. Motion Carried 3 -0. <br />Discuss and act on presentation of video marketing by Jon McFadden. <br />Steve Gilbert showed the video from Longview EDC's website. The Board discussed how a <br />promotional video of this type would be used and what focus areas would be viewed. Could target <br />site consultants, corporate real estate executives and viewed on website. Steve Grubbs commented <br />that this type of marketing (with a drone and camera) was creative, innovative and progressive. <br />The Board will discuss areas to focus on and possibly commission Jon McFadden to produce a <br />video for Paris, Texas at a cost of $1,600 at their meeting in January, 2014. <br />Discuss and take action regarding the Program of wrok for FY 2013 -14 and funding of same. <br />— Steve Gilbert <br />Shannon Barrentine told those present that this item was to be on the January 2014 Agenda, not for <br />the current meeting discussion. <br />
