MINUTES <br />REGULAR MEETING <br />AIRPORT ADVISORY BOARD <br />CITY OF PARIS — CITY HALL <br />COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />THURSDAY, JANUARY 19, 2012 <br />5:30 O'CLOCK PM <br />1. The Airport Advisory Board meeting was called to order by Fred Williams, Vice - <br />Chairman at 5:30 p.m. <br />A. The following members were present: <br />Ray Ball <br />Jerry Coyle <br />Fred Williams <br />Phillip Payne <br />Vic Ressler <br />B. The following members were absent: <br />Steve Gilbert <br />Billy Copeland <br />C. Also present was Shawn Napier, Airport Director; Edwin Pickle, Council Member; <br />2. Approval of minutes from previous meeting. (November 17, 2011) <br />Motion was made by Vic Ressler, seconded by Jerry Coyle to approve the minutes for the <br />November 17, 2011 meeting. Motion carried 5 -0. <br />3. Report from Shawn Napier, Airport Director: <br />A. Status ofAirport Improvements. <br />Shawn Napier, Airport Director stated they opened bids for Phase II, low bidder <br />was a company named Blue Bay Construction from the Houston area. What we <br />had heard about this company was not good. They had bid on. another job in <br />Gainesville and instead of bidding runway asphalt prices they bid TXDOT asphalt <br />prices for typical roadway, it took about three months and TXDOT got them to <br />back out of the contract. Mr. Napier stated talked with TXDOT Aviation trying to <br />see about getting them disqualified, but were unable to do that. TXDOT stated <br />they have passed all requirements on their side. Mr. Napier further stated once you <br />sign the agreement with TXDOT and send them the money it is there call to make. <br />Jerry Coyle stated so you don't have any confidence in Blue Bay construction. <br />
