within the ordinance a section on demolition, and if the owner of a <br />property can prove that, with a regard to a historic building, if the cost <br />for its rehabilitation and renovation is greater than the value of the <br />building or the income that the building can produce following its <br />renovation, the building can be demolished. <br />Kelly Wickersham asked if wood pillars could be replaced with <br />masonry, and Chairman Starrett said no, not according to SOI <br />Standards. Mr. Wickersham then asked if covering brick pillars with <br />plaster is acceptable according to SOI Standards, and Chairman <br />Starrett stated that, if the brick pillars were original, the answer would <br />be no. Mr. Wickersham said he had nothing further to add, and no new <br />information was presented with regard to the application. <br />Arvin stated that, on the 18th of January, there was a motion that this <br />particular proposal was, in effect, not appropriate according to the <br />Secretary of Interior Standards, Numbers 1, 2, 3, 4, 5, and 6. He asked <br />for a motion to reaffirm that decision. Motion was made by Barbara <br />Wilson, seconded by Jerry Raper. Motion carried 6 -0. Motion was <br />made to deny the COA by Jerry Raper, seconded by Sue Lancaster. <br />Motion carried 6 -0. <br />B. 260 S. Main Street - Kenneth Kammer. Motion to approve the COA was <br />made by Becki Norment, seconded by Sue Lancaster. Motion carried <br />6 -0. <br />C. 208 S. Main Street - Pat Crabtree. Motion was made to recuse Jerry <br />Raper by Barbara Wilson, seconded by Becki Norment. Motion carried <br />5 -0. <br />Jerry Raper advised that Mr. Crabtree wants to (1) paint underneath the <br />canopy either a flat black or dark brown to conceal the beams, (2) <br />install a canopy over the new door and renovated garage doors - he <br />advised that at one time there was a canopy over the new door, (3) <br />cover the new fence blocks with stucco to be painted white, and (4) <br />place signage in the windows. <br />Arvin Starrett stated that he had contacted the Texas Historical <br />Commission, and that they recommended cutting the long awning into <br />two separate awnings and installing them the recessed area inside the <br />bay opening and attach it to the new wood instead of damaging the <br />historic materials on the building. This was, there would be two <br />separate large awnings, one over each of the bay windows. Jerry <br />Raper said that could be done. <br />
