4. Consideration of and action on renewing the Certificate of Appropriateness <br />for 115 S. Main Street (Becki Norment). The HPO advised the new members <br />that the COA had been previously approved by the Commission; however, <br />unless work is commenced within six month, the COA expires. She stated <br />that the applicant's COA had just expired, so this was a renewal. Motion was <br />made to approve the COA by Pike Burkhart, seconded by Paul Denney. <br />Motion carried 8 -0. <br />5. Consideration of and action on the following application for a Certificates of <br />Appropriateness: <br />A. 36 W. Plaza - Don Moffitt (revision of #2006 -032) This is a revision of a <br />previous certificate. Don Moffitt stated that his original request did not <br />have a second color to paint the windows. His painter recommended <br />black, so his request is for black trim. Motion was made to approve the <br />revised COA by Brian Wear, seconded by Susan Scholz. Motion carried <br />8 -0. <br />B. 310 Bonham Street —Jay Anthony dba Texas Furniture. Steven Asay, <br />builder for Jay Anthony, said that the logo and font are not accurate. <br />Arvin Starrett stated that the sign will require a 'separate COA <br />application when they get ready to install it. With regard to two items <br />listed in the letter seeking revisions, Arvin Starrett stated that stucco <br />is disallowed in the design guidelines because the bricks are not <br />already covered; however, if the brick is already painted, it is okay to <br />repaint. Painting the pole structure is also recommended, because <br />cedar boards are not an approved material because it would be an <br />introduction of new material into the District .that is not already there. <br />Painted boards would be okay but the material needs to be smooth. <br />Paul Denney added that the soft cedar will get beat up with people <br />going in and out of the building and won't look good after a short time. <br />Chairman Starrett stated that plaster or stucco on the columns would <br />be okay since they are a new addition, and the new front can be stucco, <br />because that is also all new construction. Motion was made by Ann <br />Rogers to approve the COA with the following amendments: (1) the <br />columns may be wrapped with flat smooth lumber and painted or <br />stucco, and (2) the current brick may not be stuccoed, but can be <br />painted; seconded by Susan Scholz. Motion carried 8 -0. <br />C. 2 and 4 Clarksville Street= Becki Norment. Aaron Raper, contractor for <br />the owner, stated that Mrs. Norment wants to remove the windows and <br />doors and board up the corner for now. The beam is undersized and <br />is sagging, which is. why the plaster is falling off the front. The original <br />transoms will be put back. Arvin Starrett stated that pictorial evidence <br />confirmed that this was pass- through. The HPO added that there was <br />
