304 <br /> <br /> <br /> President Fendley asked Mr. Gene Anderson, Director of Finance, to give the <br /> financial report. Mr. Anderson gave the November report. Mr. Fendley called for <br /> questions and there were none. Boardmember Michael Rhodes made a motion, <br /> seconded by Boardmember Dick Amis that the report be approved as presented. <br /> The motion carried unanimously. <br /> <br /> President Fendley stated that there would not be a President's Report given at <br /> this time. <br /> <br /> President Fendley asked Mr. Vest to make his report. Mr. Vest discussed the <br /> responses received since the last meeting, and stated that the contract signing <br /> had taken place on the Green Carpet Memorial Route. Mr. Vest also discussed <br /> some of the things that are currently taking place in connection with local <br /> industries. <br /> <br /> President Fendley stated that the next item on the agenda was the authorization <br /> for the General Labor Market Assessment which had been discussed in previous <br /> meetings. He asked Mr. Vest to discuss this item. Mr. Vest stated that <br /> Commerce, Sulphur Springs and Paris were taking part in this assessment, and <br /> he said that T.U. Electric has given the participating group of cities a grant in the <br /> amount of $3,000.00 because they believe that this will help in marketing the <br /> participating communities. He said that this grant was $1,000.00 for each <br /> participating community. <br /> <br /> City Attorney T.K. Haynes read the resolution. <br /> <br /> Resolution No. 97-009, authorizing the procurement of the services of the <br /> Economic Development Services Company for the purpose of conducting a <br /> General Labor Market Assessment and a Wage Benefit Study. <br /> <br /> <br /> RESOLUTION NO. 97-009 <br /> <br /> WHEREAS, tile Paris Economic Development Corporation (PEDC) is a non-profit <br /> corporation governed by the Development Corporation Act of 1979, and was established for the <br /> purpose of promoting, assisting, and enhancing economic development; and, <br /> <br /> WHEREAS, the promotion and development of new business enterprises is deemed to <br /> benefit the public welfare, as the same results in the maintenance of a higher level of employment, <br /> economic activity, and stability; and, <br /> <br /> WHEREAS, in order to be fully aware of the structure, capabilities, and needs of Paris, <br /> to recognize the areas of potential workforce development that will increase the opportunities to <br /> entice new industries, and to understand which industries are best suited for the available labor <br /> force in Paris, it is deemed appropriate that the PEDC procure the services of the Economic <br /> Development Services Company to study the same and provide a General Labor Market <br /> Assessment; and, <br /> <br /> WHEREAS, in addition to said study, it is deemed appropriate that the PEDC employ the <br /> Economic Development Services Company to perform a Wage and Benefit Study of the major <br /> employers in the region; and, <br /> <br /> WHEREAS, the total cost of the General Labor Market Assessment will be $25,000.00, <br /> with T U Electric having made a contribution of $3,000.00, leaving a balance to be divided <br /> between the cities of Paris, Sulphur Springs, and Commerce, with the Paris Economic <br /> Development Corporation's portion being $7,333.34, and the cost of the Wage and Benefit Study <br /> will be $2,500.00; NOW, THEREFORE, <br /> <br /> <br />
