364 <br /> <br /> <br /> City Attorney Scott Foster read the resolution. <br /> <br /> Boardmember Dick Amis made a motion, seconded by Boardmember Leon <br /> Williams that this resolution be adopted, and the Board voted unanimously to <br /> adopt the resolution. <br /> <br /> President Fendley stated the next item on the agenda was approving the Annual <br /> Budget for fiscal year 199811999. He said that this item would be tabled because <br /> some of the items are uncertain at this time in connection with the Annual Budget <br /> for the upcoming year. Mr. Fendley said that the Board should be able to act on <br /> this budget by the July 1 requirement. He said that there would probably be a <br /> special called meeting to discuss and act on the annual budget. He called for <br /> questions and there were none. <br /> <br /> President Fendley stated that the next agenda item had been discussed at the <br /> May meeting. He asked Mr. Vest to review this information. Mr. Vest discussed <br /> the qualifications report on Zephyr Environmental Corporation, and he requested <br /> approval of the resolution opposing the clean air strategy as announced by the <br /> T.N.R.C.C. and authorizing membership in the Texas Air Quality Coalition. <br /> <br /> Resolution No. 98-007, opposing the clean air strategy as announced by the <br /> Texas Natural Resource Conservation Commission including Lamar County in <br /> the 62 miles volatile organic compound control area or the 124 mile nitrogen <br /> oxide control area as proposed by TNRCC by supporting the Texas Air Quality <br /> Coalition and authorizing membership in the same. <br /> <br /> PARIS ECONOMIC DEVELOPMENT CORPORATION <br /> <br /> RESOLUTION NO. 98~007 <br /> <br /> WHEREAS, the Board of Directors of the Paris Economic Development Corporation is <br /> concerned with the economic development and well being of the City of Paris as a rural/industrial <br /> environment of Northeast Texas; and, <br /> <br /> WHEREAS, the proposed clean air strategy of the Texas Natural Resource Conservation <br /> Commission (TNRCC) would be extremely detrimental to the economic development of the City <br /> of Paris, the County of Lamar, and all of Northeast Texas; and, <br /> <br /> WHEREAS, the Northeast Texas area is a separate and independent region from the <br /> Dallas/Ft. Worth area; and, <br /> <br /> WHEREAS, the Northeast Texas area is not a contributor to neither the VOC nor the <br /> NOx conditions of the Dallas/Ft. Worth region; and, <br /> <br /> WHEREAS, the City of Paris, the County of Lamar, and the Northeast Texas region are <br /> agreeable to voluntary compliance and restraints on air emissions to maintain our clean air <br /> position and 100% attainment status; and, <br /> <br /> WHEREAS, the potential impact of this proposal is much greater on the Northeast Texas <br /> region as a rural/industrial environment; <br /> <br /> WHEREAS, it is deemed appropriate that the Paris Economic Development Corporation <br /> oppose inclusion of the City of Paris, the County of Lamar, and the Northeast Texas region into <br /> the sixty-two (62) mile VOC control area or the one hundred twenty-four (124) mile NOx control <br /> area as proposed by TNRCC; and, <br /> <br /> <br />
