PLANNING AND ZONING COMMISSION MEETING <br />APRIL 3, 2000 <br />The Planning and Zoning Commission met Monday, April 3, 2000 at 5:30 in the City Hall -Council <br />Room, Paris, Texas with the following members present: <br />1. Reeves Hayter 5. Curtis Fendley <br />2. Joe McCarthy 6. Michael Dangerfield <br />3. Cesar Horta 7. Marshall Kent <br />4. Bill Coleman 8. Louis Yates, Jr. <br />Earl Smith, the city engineer was also present. <br />The meeting was called to order by Reeves Hayter. <br />The minutes from the March 6, 2000 regular planning and zoning meeting were approved <br />with a motion by Curtis Fendley seconded by Joe McCarthy. Motion carried by a vote of 8 <br />ayes and 0 nays. <br />2. The next item was tabled at the March 6, 2000, meeting. Motion was made by Joe <br />McCarthy and seconded by Louis Yates to bring item from table. Motion carried by <br />a vote of 8 ayes and 0 nays. <br />3. Public Hearing to consider the petition of Cindy G. Bowlin for a change in zoning from <br />a Two - Family Dwelling District (2F) to a Two - Family Dwelling District (2F) With <br />Specific Use Permit (24) Institutions of Religious Nature, Lot 1, City Block 32, being <br />number 1202 Pine Bluff. <br />The public hearing was declared open. <br />Cindy Bowlin, 1325 18' SE, spoke in favor of the petition. At the last meeting, questions <br />revolved around parking and how many people would be residing there. There would be no <br />more than 15 residents and no more than 5 vehicles for parking. Residents will not be <br />allowed to have vehicles. The house has a 13 passenger van for transporting residents. <br />Ms. Betty Ellis Brown, Powderly, Director of Family Haven stated that the community needs <br />this service because Family Haven does not help with transition housing. She has worked <br />with Ms. Bowlin for the past 24 years at Chance, Inc. <br />Rev. John Kelly, the pastor of Faith Presbyterian Church, favored the petition stating that <br />from his ministry he knows of the great need for this service. This ministry will allow <br />women to get off welfare and be independent. <br />Dennis Nelms, 1250 Pine Bluff, who owns the house, has a 3 car parking garage. The next <br />door neighbor has agreed to allow parking on her property which can park up to 9 cars. <br />
