PLANNING AND ZONING COMMISSION MEETING <br />JULY 39 2000 <br />The Planning and Zoning Commission met Monday, July 3, 2000 at 5:30 in the City Hall - Council <br />Room, Paris, Texas with the following members present: <br />1. Reeves Hayter 5. Curtis Fendley <br />2. Vincent Battles 6. Bobby L. Myers <br />3. Barbara Forrest 7. Marshall Kent <br />4. Eddie Vincent <br />Earl Smith, the city engineer was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the June 5, 2000 regular planning and zoning meeting were approved <br />with a motion by Curtis Fendley seconded by Bobby Myers. Motion carried by a vote of 6 <br />ayes and 0 nays. <br />2. The next item was tabled at the June 5, 2000, meeting. Motion was made by Bobby <br />Myers and seconded by Eddie Vincent to bring item from table. Motion carried by a <br />vote of 6 ayes and 0 nays. <br />3. Public Hearing to consider the petition of Owen Bigler, Jr. for a change in zoning from <br />an Agricultural District (A) to a One - Family Dwelling District No. 3 (SF -3), With <br />Specific Use Permit (39) Mobile Homes, Lot 5A, City Block 329, being number 3803 <br />SW Loop 286. <br />The public hearing was declared open. <br />Owen Bigler, 3803 SW Loop 286, spoke in favor of the petition for a mobile home for <br />church food bank for possibly up to 6 months. <br />Ms. Charlene Mulligan, 226 W. Washington, opposed the petition stating that she wants <br />assurance that the mobile home would be removed within a certain period of time. She <br />would like the time for the mobile home to be removed put in writing. Ms. Mulligan is <br />opposed to all mobile home zoning. <br />Ms. Vickie Hime, 308 W. Washington, opposed the petition for mobile home fearing that <br />one mobile home would be the start for more homes. <br />Vincent Battles joins the meeting. <br />Mr. Bloyce Enloe, 235 SW 41', showed pictures of what he said was wastewater flowing <br />from the subject church. The picture, also, showed a small travel trailer that illegally <br />discharges waste onto his property. <br />
