PLANNING AND ZONING COMMISSION MEETING JULY 39 2000 The Planning and Zoning Commission met Monday, July 3, 2000 at 5:30 in the City Hall - Council Room, Paris, Texas with the following members present: 1. Reeves Hayter 5. Curtis Fendley 2. Vincent Battles 6. Bobby L. Myers 3. Barbara Forrest 7. Marshall Kent 4. Eddie Vincent Earl Smith, the city engineer was also present. The meeting was called to order by Reeves Hayter. 1. The minutes from the June 5, 2000 regular planning and zoning meeting were approved with a motion by Curtis Fendley seconded by Bobby Myers. Motion carried by a vote of 6 ayes and 0 nays. 2. The next item was tabled at the June 5, 2000, meeting. Motion was made by Bobby Myers and seconded by Eddie Vincent to bring item from table. Motion carried by a vote of 6 ayes and 0 nays. 3. Public Hearing to consider the petition of Owen Bigler, Jr. for a change in zoning from an Agricultural District (A) to a One - Family Dwelling District No. 3 (SF -3), With Specific Use Permit (39) Mobile Homes, Lot 5A, City Block 329, being number 3803 SW Loop 286. The public hearing was declared open. Owen Bigler, 3803 SW Loop 286, spoke in favor of the petition for a mobile home for church food bank for possibly up to 6 months. Ms. Charlene Mulligan, 226 W. Washington, opposed the petition stating that she wants assurance that the mobile home would be removed within a certain period of time. She would like the time for the mobile home to be removed put in writing. Ms. Mulligan is opposed to all mobile home zoning. Ms. Vickie Hime, 308 W. Washington, opposed the petition for mobile home fearing that one mobile home would be the start for more homes. Vincent Battles joins the meeting. Mr. Bloyce Enloe, 235 SW 41', showed pictures of what he said was wastewater flowing from the subject church. The picture, also, showed a small travel trailer that illegally discharges waste onto his property.
