27. Consideration of and action on the petition of Gary Nash for a change in zoning from <br />a Planned Development -al (Commercial Center) District (PD -al) to a Commercial <br />District (C), Part of Lot 12, City Block 259, being the 500 Block of N. Collegiate. <br />Motion was made to approve by Eddie Vincent and seconded by Curtis Fendley but motion <br />failed by a vote of 3 ayes and 4 nays. <br />28. Public Hearing to consider the petition of Jake Street for a change in zoning from a <br />Planned Development -b District (PD -b) to a One - Family Dwelling District No. 3 (SF -3) <br />Mobile Home Subdivision, ParcOuest Addition, Phase II, being the 3600 Block of <br />Bonham Street. <br />The public hearing was declared open. <br />Mr. Jake Street, 113 ParcOuest, spoke in favor of the petition, presenting to Planning and <br />Zoning Commission excerpts from upcoming Master Plan. Also, presented was a copy of <br />a letter from Todd Worthey, Lot 248, supporting the change. Mr. Street wants to allow high <br />quality manufactured housing —only new ones with concrete foundations and 2 car garage <br />or carport. <br />Ms. William Huey, 107 ParcOuest, opposed the zoning stating that when they bought their <br />home they paid attention to restrictions. Now if changing zoning/restrictions, this will <br />greatly affect the value of their home. Ms. Huey presented a copy of restrictions to Planning <br />and Zoning Commission. <br />Ms. Deloris Redus, 34`' SW, who lives behind the property, opposed the zoning stating she <br />feels mobile home will devalue property and not help to beautify Paris. She pointed out that <br />the Master Plan has not been adopted yet. <br />Mr. Mike Robert, 3825 Sage Trail, thinks mobile home park may lend to "West Paris" <br />stigma. <br />Mr. Clifford Stripland, 275 34`'' SW, opposed the zoning, stating he loves west Paris and does <br />not want mobile homes there. <br />Ms. Debbie Burks, 3925 Sage Trail, opposed the zoning, she thinks mobile homes will <br />devalue property. She stated that Thousand Oaks Mobile Home Park has police troubles and <br />fears this one may too. <br />Ms. M. Butler, 3445 W. Kaufman, presented photos of "nice homes" within 3 blocks of <br />proposed zoning. <br />There was no further opposition, the public hearing was declared closed. <br />29.
