23. Consideration of and action on the petition of Sheila Wise for a change in zoning from <br />a One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District No. 3 <br />(SF -3) With Specific Use Permit (39) Mobile Homes, Lot 2, City Block 327, being 3440 <br />W. Campbell Street. <br />Motion was made to approve by Marshall Kent and seconded by Bobby Myers. Motion <br />carried by a vote of 4 ayes and 2 nays. <br />24. Public Hearing to consider the petition of Rosa Garcia for a change in zoning from a <br />One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District No. 3 <br />(SF -3) With Specific Use Permit (39) Mobile Homes, Lot 18, City Block 198, being <br />number 1411 W. Houston. <br />The public hearing was declared open. <br />Ms. Rosa Garcia, who currently leaves in Odessa, present a letter from neighbors in favor <br />of the petition. <br />Mr. Bobby Masters, representing the Church of God, wants to know if it is a nice mobile <br />home but is not opposed if it is old or junk. <br />Larry Grinstead, 1332 W. Maple, feels mobile home will cause further decline of <br />neighborhood. <br />Ms. Mary Davenport, 1350 W. Houston, opposed the petition, she feels it may depreciate <br />value of homes. She presented a petition of opposed neighbors. <br />Mr. John Curry, Jr. presented a letter opposing the petition. <br />There was no fiirther opposition, the public hearing was declared closed. <br />25. Consideration of and action on the petition of Rosa Garcia for a change in zoning from <br />a One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District No. 3 <br />(SF -3) With Specific Use Permit (39) Mobile Homes, Lot 18, City Block 198, being <br />number 1411 W. Houston. <br />Motion was made to deny Curtis Fendley and seconded by Bobby Myers. Motion carried <br />by a vote of 7 ayes and 0 nays. <br />26. Public Hearing to consider the petition of Gary Nash for a change in zoning from a <br />Planned Development -al (Commercial Center) District (PD -al) to a Commercial <br />District (C), Part of Lot 12, City Block 259, being the 500 Block of N. Collegiate. <br />The public hearing was declared open. <br />Gary Nash spoke in favor of the petition. He wants to change to Commercial zoning so that <br />he does not have to bring site plan to Planning and Zoning for approval. <br />There was no opposition, the public hearing was declared closed. <br />
