Consideration of and action on the petition of Dr. Thomas Charbeneau for a change <br />in zoning from a Planned Development District - Housing Development (PD -b) to a <br />Planned Development District - Office Center (PD -f), Lot 10, City Block 311, being <br />number 3420 Clarksville. <br />Motion was made to approve by Louis Yates, Jr. seconded by Bobby Myers. Motion carried <br />by a vote of 7 ayes and 0 nays. 4 <br />10. Public Hearing to consider the petition of Carla Jackson for a change in zoning from <br />a Two - Family Dwelling District (2F) to a Neighborhood Service District (NS), Lot 7, <br />City Block 63, being number 648 Tudor. <br />The public hearing was declared open. <br />Carla Jackson, 1211 Martin L. King Dr., spoke in favor of the petition. She has an existing <br />barber shop next door and would like the zoning to build a larger shop. <br />Aaron Jenkins who lives at 5`}' Street NE supports Carla's request. <br />There was no opposition, the public hearing was declared closed. <br />11. Motion carried by a vote of 6 ayes and 0 nays. <br />12. Consideration of and action on recommendation of the Replat, Lots 3, 4, and 28A, City <br />Block 222 -A, being number 2153 Lamar Avenue. <br />Motion was made to approve by Eddie Vincent and seconded by Vincent Battles, subject to <br />the City Engineer's Memo, dated September 5, 2000. Motion carried by a vote of 6 ayes and <br />0 nays. <br />Motion was made by Bill Coleman and seconded by Louis Yates, Jr. for Reeves Hayter to <br />return to the meeting. Motion carried by a vote of 6 ayes and 0 nays. <br />13. Public Hearing on the Comprehensive Master Plan. <br />Scott Michie of Bucher, Willis & Ratliff summarized how the Master Plan was started and <br />how it got to this point. <br />1. Main use of Plan is "Future Land Use" <br />2. Contains recommended ordinance changes, especially for zoning — standards will <br />be provided upon which approvals or denials can be based <br />
