f <br />Planning and Zoning Meeting <br />August 5, 2003 <br />Page 2 <br />There was no opposition, the public hearing was declared closed. <br />3. Consideration of and action on the petition of Henry Starks for a <br />change in zoning from a One- Family Dwelling District No. 2 (SF -2) to <br />a Multiple- Family Dwelling District No. 1 (MF -1), Lot 18, City Block <br />259, being number 514 25" NE. <br />Motion was made to approve as Multiple - Family zoning by Cleveland <br />Thomas and seconded by Carl Lucas. Motion carried by a vote of 6 <br />ayes and 0 nays. <br />Motion was made for Louis Yates to return to the meeting by Bobby <br />Myers, seconded by Marshall Kent. Motion carried by 6 ayes and 0 <br />nays. <br />4. Public Hearing to consider the petition of Gary Ensey for a change in <br />zoning from an Agricultural District (A) to a Multiple- Family Dwelling <br />District No. 1 (MF -1), Lots 6 and 7, Block E, East Suburban Estates <br />Addition, being the 1200 Block of Mockingbird Lane. <br />The public hearing was declared open. <br />Gary Ensey spoke in favor of the petition stating that he wants to build <br />a duplex or triplex, possibly 5 or 6 units. Mr. Ensey stated that he will <br />buy the property if zoning is changed and that there would be only 2 <br />structures on the lots. <br />Johnny Lee, 1205 Mockingbird, spoke in opposition to the petition <br />stating his concern of the children in the area with increased traffic. <br />Danger to the children would increase due to the small streets. Mr. Lee <br />expressed concern regarding the gas lines that run across the lots and <br />he was also concerned about property values if duplexes were built <br />
