Planning and Zoning Meeting <br />August 3, 2004 <br />Page 14 <br />Marshall Kent asked, what if the present owner comes back to town and <br />he is not pleased with the home being part of this plan, he won't have <br />to make any improvements on it but he is going to follow the guidelines <br />if he does. <br />Mr. Starrett stated that only if that person were to desire to keep that <br />property in the condition that it is in now, to keep the roof repaired, to <br />keep paint on the property, to keep the windows painted —it could simply <br />go on like it is. With the designation, it gives the property owner outlets <br />down the road for help and then when someone comes along and says, <br />"I want to restore this property," —then we have saved a Paris treasure. <br />Sue Lancaster spoke in favor of the petition stating that she and her <br />husband became aware of the home and some of its history dates back <br />to 1892. It was a magnificent home in its time. The house has been <br />vandalized and she and her husband boarded up the back. Ms. <br />Lancaster stated that the house is a solid house. Before the owner left, <br />the house was rewired and replumbed. Ms. Lancaster stated that she <br />has been talking with some people in the area about turning it into a <br />Community Center or a place for Girl Scouts, possibly a Black Museum <br />was mentioned. It would be a shame and a loss for Paris for the house <br />not to get its designation and protection. <br />No opposition, the public hearing was declared closed. <br />10. Consideration of and action on the petition of the Historic Preservation <br />Commission for a change in zoning to include a Historic Overlay <br />District No. 4 (HD) on Part of Lot 12, City Block 52, being located at <br />714 Graham Street. <br />Motion was made to approve as Historic Overlay District No. 4 (HD) by <br />Bobby Myers, seconded by Brad Archer. Motion carried by a vote of <br />7 ayes and 1 nay (Russell McCain). <br />
