Consideration of and action on recommendations to the City Council <br />regarding possible amendments to the Code of Ordinances of the City of <br />Paris, Paris, Texas, relating to the permitting of mechanics. Motion to <br />recommend to the City Council the removal of permitting requirements for <br />mechanics was made by J. B. Richey, seconded by Glenn Chapman. Motion <br />carried 4 -0. An additional motion to direct the Airport Director to find out the <br />legal ramifications of removing the insurance requirements was made by <br />James Proctor, seconded by J. B. Richey. Motion carried 4 -0. <br />6. Discussion of and possible action on the Limited Airport Operating <br />Certificate. Lisa Wright reported that the TxDOT Aviation Division has <br />requested that the City give up its Part 139 Certificate because they would <br />prefer to not have to continue inspecting the airport for the requirements <br />under that Certificate if it does not meet the requirements to have to hold the <br />Certificate. Ms. Wright also read the Board a letter she received from the FAA <br />reiterating the request. Although both letters contain a statement advising <br />that grant funding would not be affected by relinquishment of the Certificate, <br />Ms. Wright stated that she was concerned whether this extended to every <br />possible grant we might wish to seek that might be available only to Part 139 <br />airports. Mr. Chapman expressed concern over the sentence advising that <br />Paris would be able to maintain the airport in "current" condition. Mr. Richey <br />was concerned whether the relinquishment would affect Paris's ability to <br />improve its approaches. Motion to table this item until further research could <br />be done was made by Victor Abeles, seconded by Glenn Chapman. Motion <br />carried 4 -0. <br />7. Receipt of report from the Airport Director. <br />A. Status ofnegotiations with Novaro and Jan Nichols, Old South Airplane <br />Works. Lisa Wright reported that she had met with Mr. and Mrs. <br />Nichols and their realtor along with Gary Vest and Erik Roddy. The <br />Nichols had previously advised that they would need an answer within <br />two weeks, so Ms. Wright had to inform them that Paris would be <br />unable to meet that timetable. At the meeting, however, Mr. and Mrs. <br />Nichols stated they would be able to give a little more time. Ms. Wright <br />reported that a pilotwho formerly lived in Paris flew into the airport and <br />reported to Mr. Vest that it was extremely impressive. At this point, <br />there are issues regarding the installation of a water line to provide fire <br />protection, and the Visitors and Convention Council would be <br />
