Lamar County Multi- Jurisdictional Hazard Mitigation Plan <br />Chapter Three <br />loss specific to hail damages recorded for areas outside municipalities within the county is not <br />always available, therefor crop damage due to hail may not be accurately recorded in the <br />NCDC, and thus, not accurately reflected in the estimated potential dollar loss per event. <br />Mitigation actions are proposed by all jurisdictions to develop a weather event database to <br />collect better data. This data will allow for the future plans to have better past occurrence <br />information allowing for an average cost estimate for hailstorm and other weather events. <br />EXTREME HEAT <br />County- Specific data pertaining to dollar loss resulting from Extreme Heat was not found. <br />Therefore, estimates for potential loss could not be derived. Such loss is likely to include <br />livestock and crop damage, but itt is most likely to be associated with drought, rather than <br />extreme heat. Local jurisdictions plan to keep a weather database as a mitigation action. This <br />database will contain temperatures, along with any emergency calls for heat induced illnesses <br />or fatalities. This data can then be used as a planning tool within the communities. <br />DROUGHT <br />The primary impact of drought in Lamar County is reduced crop yields and damage to <br />rangeland. According to the USDA there were over 100,000 head of cattle in the county in <br />2008. The cost supplemental feeding due to a drought can be enormous and the effects to the <br />local and regional economy of having to reduce herds can be devastating. In a severe drought <br />year the production of crops would be severely diminished and the local economy could suffer <br />with the omitted income. Since drought events are regional in nature and can vary in magnitude <br />greatly over small distances the potential dollar loss is difficult to estimate and have not been <br />calculated in this plan. As a mitigation action local producers are encouraged to do yearly <br />acreage reports at the Lamar County Farm Service Agency. <br />FLOOD <br />County assets such as roads and bridges are often damaged by floods. The structures located <br />may require cleanup and repairs after flood events. Total costs associated with the cleanup and <br />repairs were not available. However, the county intends to include specific road and bridge <br />projects as mitigation actions in updates to the Hazard Mitigation Plan. At that time the projects <br />will be prioritized and cost associated with the repairs /cleanup versus the cost of the mitigation. <br />According to the national Climatic Data Center (NCDC), Lamar County has experienced 0 flood <br />events that resulted in no amount of flood damages since 2006. Therefore the average <br />potential dollar loss is estimated at $0 per event. However, the Skipper Steely history of events <br />shows a significantly higher number of flood incident but did not yield a value in damages. Since <br />improvements in Lamar County have been directed away from flood plains, an estimated <br />population of less than 5% was found to live in flood zones within the county. When compared <br />to the county's total population, this resulted in less than 3% of the population living within a <br />flood zone. GIS was used to help associate population and housing with flood zones to obtain <br />this estimate. FEMA's Map Service Center was used to identify flood zones for most of the <br />county. The flood areas for Some political sub - divisions of Lamar county was determined using <br />terrain maps and local imput because these communities did not have updated data available in <br />the Map Service Center. <br />169 <br />
