Lamar County Multi - Jurisdictional Hazard Mitigation Plan
Chapter Five
CHAPTER FIVE - ADOPTION, IMPLEMENTATION, & MAINTENANCE
& MONITORING
5.1 PLAN ADOPTION
Formal Plan adoption is a required part of the planning process and demonstrates Lamar
County and the local jurisdictions commitments to fulfilling the mitigation goals and objectives
outlined in the plan.
Upon completion of the plan and the review and approval of the HMPT the county and the local
jurisdictions will adopt the plan with a resolution that will be located in Chapter 1. This adoption
will then enable the plan to be submitted for the State of Texas and FEMA approvals.
5.2 Plan Implementation
Mitigation is only successful when it is incorporated within the day -to -day functions and priorities
of government and development. This integration is accomplished by constant, pervasive and
energetic efforts to network, identify and highlight the multi- objective, "win -win" benefits to each
project. With adoption of this plan the HMPT, led by the Lamar County Emergency
Management Coordinator, will have the following duties:
• Act as a forum for hazard mitigation issues
• Pursue the implementation of high priority, low /no -cost recommended actions
• Keep the concept of mitigation in the forefront of community
• Maintain a vigilant monitoring of multi- objective cost -share opportunities to assist the
community in implementing the Plan's recommended actions for which no current
funding exists
• Monitor and assist in implementation and update of this Plan
• Inform and solicit input from the public
The committee will not have any powers over County staff; it will be purely and advisory body.
Its primary duty is to see that the plan is successfully carried out and that it is kept alive by
monitoring and updates.
5.3 Plan Maintenance & Monitoring
The Lamar County Multi- Jurisdictional Hazard Mitigation Plan should be a living document.
Continuous maintenance, monitoring, and plan participation is needed to insure that it remains
an active and relevant document. The plan maintenance and monitoring process includes
annual evaluations, revisions, or updates as needed by the county. The plan will be updated
193
