Lamar County Multi- Jurisdictional Hazard Mitigation Plan <br />Chapter Two <br />• Phase 2 - Assess Risks - Identify hazards, profile hazard events, assess vulnerability, <br />and estimate potential losses. <br />• Phase 3 - Develop a Mitigation Plan - Identify potential mitigation actions and <br />funding sources. <br />• Phase 4 - Implement the Plan and Monitor Progress - Adopt the plan, implement <br />action items, monitor the plan's success and update every 5 years. <br />PHASE 1 - ORGANIZE RESOURCES: <br />With the State of Texas Hazard Mitigation Grant Program approval of the Lamar County <br />Commissioner's Court grant application for the development of a Multi- Jurisdictional Hazard <br />Mitigation Plan the process was put into place. The County invited other eligible entities <br />throughout the County to participate in the organization for the development of this plan. <br />This plan was developed by a primary planning committee composed of the Lamar County Judge, <br />the committee leader, and the Lamar County Emergency Management Coordinator. This initial <br />committee compiled a Multi- Jurisdictional Hazard Mitigation Plan invitation list. Entities from <br />across Lamar County were invited by email and mail to be a part of the planning process. <br />This committee was called the Multi- Jurisdictional Hazard Mitigation Planning Committee <br />(MJHMPC). The committee was chaired by the Lamar County Emergency Management Coordinator. <br />An open public involvement process was established to provide opportunities for the public, <br />neighboring communities, regional agencies, businesses, academia, etc., to become involved in the <br />planning process and make their views known. This was accomplished by hosting meetings in <br />multiple locations to provide easy access to community members across the county. Meetings were <br />advertised in social media, the county website, and notices in public places and by media press <br />releases. <br />To ensure the understanding of the roles and responsibilities of each jurisdiction a Memorandum of <br />Understanding (MOU) was signed by each respective jurisdiction. The MOU's which is an inter - <br />local agreement outlining the respective roles and responsibilities in the planning process are <br />located in Appendix F. <br />Each jurisdiction was asked to appoint at least one representative to the county wide MJHMPC. <br />This committee was also open to unincorporated jurisdictions or to citizens at- large. <br />A workshop was conducted to educate the individuals on the invitation list on the purpose, <br />procedures and general information regarding the Hazard Mitigation Planning process. <br />The review and incorporation of appropriate existing plans, studies, reports, technical information <br />and other research was included into the plan during the drafting process. Local Plans such as the <br />Lamar County Emergency Operations Plan and the City of Paris Emergency Operations Plan are <br />examples of existing plans. Previous work shops including the local annual Training and Exercise <br />Planning Work shop were used as a technical source of information. <br />32 <br />
