MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, FEBRUARY 6, 2017 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by <br />Holland Harper, Chairman. <br />A. The following members were present: John Lee, Robert Spain, Jerry Akers, Mike <br />Folmar, Barney Bray, Holland Harper and Chad Lindsey <br />B. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer; <br />Stephanie Harris, City Attorney; Clyde Crews, Fire Marshal; Steve Clifford, <br />Council Liaison; Ashley Fendley, Secretary for the Planning and Zoning <br />Commission; Kelsey McLaughlin, Paris News; and concerned citizens. <br />2. Approval of minutes from previous meetings. (January 3, 2017) <br />Motion was made by John Lee, seconded by Barney Bray to approve minutes for the <br />January 3, 2017 meeting. Motion carried 7 -0. <br />3. Public hearing to consider and take action regarding the petition of Jerry & Lynda <br />Stephens for a change in zoning from Single - Family Dwelling District No. 2 (SF -2) to a <br />Multi - Family Dwelling District No. 2 (MF -2), on City Block 262, Lot I IA, being located at <br />1160 NE 20`h Street. <br />Public hearing was declared open. <br />A. One individual spoke in favor. <br />Chad Stephens, 3935 Miranda Drive Paris, Texas, spoke in favor of the petition. <br />Mr. Stephens stated that he is representing his parents Jerry and Lynda Stephens <br />they are requesting a change in zoning on the 1160 N.E. 201h Street for a <br />multi - family zoning. Mr. Stephens stated they had the intention of including this <br />property in the zoning case that was in November of 2016 but the application was <br />not submitted correctly to include this property. Mr. Stephen stated that this <br />property would give the development more frontage on N.E. 20th Street. Mr. <br />Stephen further stated that they are also looking at a couple more properties on N.E. <br />20t Street to purchase for this development. <br />B. Two individuals spoke in opposition. <br />
