MINUTES PLANNING AND ZONING COMMISSION CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS MONDAY, FEBRUARY 6, 2017 5:30 O'CLOCK P.M. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by Holland Harper, Chairman. A. The following members were present: John Lee, Robert Spain, Jerry Akers, Mike Folmar, Barney Bray, Holland Harper and Chad Lindsey B. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer; Stephanie Harris, City Attorney; Clyde Crews, Fire Marshal; Steve Clifford, Council Liaison; Ashley Fendley, Secretary for the Planning and Zoning Commission; Kelsey McLaughlin, Paris News; and concerned citizens. 2. Approval of minutes from previous meetings. (January 3, 2017) Motion was made by John Lee, seconded by Barney Bray to approve minutes for the January 3, 2017 meeting. Motion carried 7 -0. 3. Public hearing to consider and take action regarding the petition of Jerry & Lynda Stephens for a change in zoning from Single - Family Dwelling District No. 2 (SF -2) to a Multi - Family Dwelling District No. 2 (MF -2), on City Block 262, Lot I IA, being located at 1160 NE 20`h Street. Public hearing was declared open. A. One individual spoke in favor. Chad Stephens, 3935 Miranda Drive Paris, Texas, spoke in favor of the petition. Mr. Stephens stated that he is representing his parents Jerry and Lynda Stephens they are requesting a change in zoning on the 1160 N.E. 201h Street for a multi - family zoning. Mr. Stephens stated they had the intention of including this property in the zoning case that was in November of 2016 but the application was not submitted correctly to include this property. Mr. Stephen stated that this property would give the development more frontage on N.E. 20th Street. Mr. Stephen further stated that they are also looking at a couple more properties on N.E. 20t Street to purchase for this development. B. Two individuals spoke in opposition.
