Cecil Ballard, 1135 NE 201h Street, Paris, Texas, spoke in opposition of the petition. <br />Mr. Ballard stated he owns the L shape lot (Property ID# 22174) behind 1160 N.E. <br />201h Street and if the commission allows the Stephens to rezone this property he <br />would become landlocked. Mr. Ballard stated that he has contacted the Stephens <br />several times about purchasing this lot from them but they have not been able to <br />work anything out. Mr. Ballard further stated that he hope the commission will <br />deny the change is zoning so he would have the chance to purchase this lot from <br />Jerry and Lynda Stephens. The Planning and Zoning Commission informed Mr. <br />Ballard the L shape property (Property ID# 22174) would not be landlocked. Due <br />to the fact that his property at 1135 N.E. 20th Street joins the L shape property <br />(Property ID# 22174). <br />Jim Montgomery, 1130 NE 20th Street, Paris, Texas, spoke in opposition of the <br />petition. Mr. Montgomery further stated he hopes the commission will deny the <br />zoning change. <br />Public hearing was declared closed. <br />Motion was made by Chad Lindsey, seconded by John Lee to approve the petition. <br />Motion carried 7 -0. <br />4. Consideration of and action on the Final Plat of Lot 1, Block A, DQ NO. 2 Addition CB <br />318, located in the 3100 Block of N.E. Loop 286. <br />Carla Easton reviewed the final plat with commissioners. Motion was made by Mike <br />Folmar, seconded by Barney Bray to approve the final plat. Motion carried 7 -0. <br />5. Consideration of and action on the Preliminary Plat of Lot 1 -4, Block A, Kenn Meeske <br />Addition, located at 4725 Pine Mill Road. <br />Carla Easton reviewed the preliminary plat with commissioners. Motion was made by John <br />Lee, seconded by Robert Spain to approve the preliminary plat with recommendations. <br />Motion carried 7 -0. <br />6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, Barbee 222B <br />Addition, located at 2535 Lamar Avenue. <br />Carla Easton, City Engineer informed the commission that this preliminary plat had been <br />withdrawn at this time. <br />7. Submission of a copy of the adopted 2001 City of Paris Comprehensive Plan. <br />Alan Efrussy, Planning Manager stated that everyone should have received a copy of the <br />2001 City of Paris Comprehensive Plan. Mr. Efrussy stated he would be available to <br />answer any questions. The Planning and Zoning Commission had no questions. <br />
