that due to lack of participation it was not being done anymore. Ms. Ruthart <br />explained that if someone was willing to do an after school program that it was <br />welcomed. Ms. Ruthart also told the Board that there was an after school program <br />being done by other programs at the elementary schools. Ms. Cherry stated that <br />the problem with that is that transportation home for the children could be a <br />problem. Ms. Ruthart explained that any suggestions or help with that would be <br />welcomed. <br />6. NEW BUSINESS: <br />a. Occupancy Report — 9 vacancies in PH — 2 offered, 2 accepted, and 4 in make ready <br />status. <br />b. Financial Report — Vacancy reports, demographics, and waiting list reports were <br />presented. Graphs for Section 8 & Public Housing financial data presented. No one on the <br />PH - 3 bedroom waiting list and the PHA will distribute flyers to try to attract applicants. <br />PHA received over 200 applicants when the Section 8 waiting list was opened on <br />11/16/2016. Section 8 is currently spending 111% of HUD funding. <br />c. Longevity Bonuses for Employees — 2015 Longevity Bonus was $5200. It is more this <br />year because we were looking for 2 maintenance men and the executive director was not <br />included in 2015. Ms. Cherry did not agree with giving employees bonuses when there is <br />not enough money for repairs and there are tenants being charged for bedbug treatments. <br />There was a motion made by TK Haynes to approve the Longevity Bonuses and a second <br />was made by Cassandra Hearn. Motion passed 3 to 1. <br />d. Social Service Coordinator's letter to residents regarding Resident Council vacancies <br />was handed out to all tenants with the December Calendar and Newsletter. Ms. Cherry <br />asked how will they know when to nominate people. Ms. Ruthart read the last paragraph <br />of the letter and stated that this letter says that. Ms. Cherry stated that there is not a <br />specific date. Ms. Ruthart stated that the PHA will make a form that will be shorter and <br />hand it out with the January Calendar and Newsletter. <br />e. Posting of changes to A &O Policy and Admin Policy will be posted on Thursday on <br />the PHA bulletin board. January's Board Meeting will be held on January 24th instead of <br />the 3rd Tuesday in order to get these policies in the next Board meeting since they have to <br />be posted for 30 days. <br />7. RESOLUTIONS: NONE <br />8. Board Questions or comments: Ms. Cherry asked if Ms. Hughes was still on the <br />Resident Council. Mr. Dangerfield stated that yes she is still on the Council. Ms. Cherry <br />stated that she is in a nursing home and very sick. Mr. Dangerfield stated that we are <br />trying to get people on the council and they just won't do it. Ms. Cherry asked how many <br />members they have now that votes. Mr. Dangerfield stated 3 at the moment. Mr. <br />Dangerfield stated that they have asked many people and they have too much on their <br />plate right now and don't want to be on the council right now. Ms. Cherry stated that <br />everybody does not know about it. Ms. Cherry brought up the "bedbug charge" and stated <br />that if there are not the right numbers of people on the resident council that the residents <br />are not being represented correctly like voting on the bedbug policy. Mr. Dangerfield <br />reiterated that the tenants won't even show up to the meetings and that it is hard to get <br />participation. There was a long discussion regarding participation. The PHA will send out <br />a nomination form with the January Newsletter and calendar. <br />2 <br />
