Regular Council Meeting <br />February 27, 2017 <br />Page 3 <br />MITIGATION PLAN; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Regular Agenda <br />14. Discuss and act on expansion of the Paris Economic Development Corporation Board's <br />membership to include Lamar County residents. Discuss and act on RESOLUTION NO. <br />2017 -016: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS; AMENDING THE BYLAWS OF THE PARIS ECONOMIC DEVELOPMENT <br />CORPORATION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Hashmi said he placed this item on the agenda and he felt residents of the city and <br />residents of the county were all of one community. He said Lamar County residents pay sales <br />tax in Paris. Mayor Hashmi also said in the past the County and City had not worked together <br />very well and maybe this would be a good step in that direction. He favored opening up the <br />PEDC membership to include Lamar County residents. Council Member Drake inquired if <br />membership would be limited to a certain number of residents from the County. Mayor Hashmi <br />said he did not think they should do that, because it might prohibit the most qualified candidates <br />from being selected. Council Member Drake agreed and said this would be a benefit for the <br />community. Council Member Clifford confirmed that the City Council would retain control over <br />the PEDC and stated this move would improve city /county relationships and expand the <br />applicant pool. Council Members Trenado, Jenkins and Lancaster were in favor of expanding <br />membership to Lamar County residents. <br />A Motion to amend the PEDC's Bylaws to include Lamar County residents on the PEDC <br />Board was made by Mayor Hashmi and seconded by Council Member Clifford. Motion carried, <br />6 ayes — 0 nays. <br />15. Discuss and act on ORDINANCE NO. 2017 -007: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 5, <br />"ANIMALS AND FOWL," SECTION 5- 3(b)(2) "ANIMAL CONTROL," OF THE <br />CITY OF PARIS, TEXAS TO PROVIDE FOR COLLECTION OF A FEE FOR THE <br />ADMINISTRATION OF A KENNEL COUGH VACCINATION IN CERTAIN <br />INSTANCES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SAVINGS CLAUSE, A <br />SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />Chief Hundley said approval of this ordinance would allow for the Lamar County <br />Humane Association to be reimbursed for the kennel cough vaccination when an owner reclaims <br />their dog from the shelter. <br />A Motion to approve this item was made by Council Member Lancaster and seconded by <br />Council Member Drake. Motion carried, 6 ayes — 0 nays. <br />
