MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, APRIL 3, 2017 <br />5.30 O'CLOCK P.M. <br />1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by <br />Holland Harper, Chairman. <br />A. The following members were present: John Lee, Robert Spain, Jerry Akers, Mike <br />Folmar, Barney Bray, Holland Harper and Chad Lindsey. <br />B. Also present were Carla Easton, City Engineer; Stephanie Harris, City Attorney; <br />Steve Clifford, Council Liaison; Sue Lancaster, City Council; Clyde Crews, Fire <br />Marshal; Ashley Fendley, Secretary for the Planning and Zoning Commission; and <br />concerned citizens. <br />2. Approval of minutes from previous meetings. (March 6, 2017) <br />Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the <br />March 6, 2017 meeting with corrections. Motion carried 7 -0. <br />3. Public hearing to consider and take action regarding the petition of Pamela Harris for a <br />change in zoning from Central Area District (CA) to a Central Area District (CA) with a <br />Specific Use Permit (50- New or Used Car Lot), on City Block 178, Lot Part of 10 & 11, <br />being located at 443 S. W. 1St Street. <br />Motion was made by Mike Folmar, seconded by John Lee to remove this item from the <br />table. Motion carried 7 -0. <br />Public hearing was declared open. <br />A. No one spoke in favor. <br />B. No one spoke in opposition. <br />C. One individual spoke neither for nor against the petition. <br />Mary Ann Campbell, 407 S.W. 1St Street, Paris, Texas spoke neither for nor against <br />the petition. Ms. Campbell stated she believes the Planning and Zoning <br />Commission should change the zoning from the Plaza to the railroad tracks General <br />Retail (GR) and Planned Development (PD). <br />
