HOUSING AUTHORITY OF THE CITY OF PARIS <br />REGULAR MEETING <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br />MINUTES OF March 21, 2017 <br />Present at the Meeting: <br />Gary Savage — Chairman of the Board of Commissioners <br />TK Haynes — Vice Chairman of the Board of Commissioners <br />Cassandra Hearn — Commissioner of the Board of Commissioners <br />Dewayne Dangerfield — Commissioner of the Board of Commissioners <br />Sally Ruthart — Executive Director <br />Kim Snow — PHA Inspector <br />Patricia Pridemore — PHA Program Manager <br />1. Meeting Called to order at 12:41 pm on Tuesday, March 21, 2017 by Chairman of the <br />Board of Commissioners, Gary Savage. <br />2. Having four Board Members present, a quorum, Mr. Savage thanked and welcomed <br />everyone to the meeting. <br />3. Citizens' Forum Opened — No one chose to speak; the Citizens' Forum was closed. <br />4. Minutes from the January 27, 2017 Minutes were approved with a motion made by <br />Mr. Haynes and seconded by Mr. Dangerfield. Passed 4 -0. <br />5. UNFINISHED BUSINESS: a. Laundry Facilities Bid — Mrs. Ruthart made sure all <br />Board Members got a copy of the bid. Mrs. Ruthart suggested using the card reader <br />option for the safety of the attendants and no money being left in the facilities. Kelly <br />Crawford made a suggestion to make all units washer /dryer accessible but that would <br />costs approximately $60,000 to rewire and vent 184 units, but there would be no <br />maintenance for the PHA; however, the tenants would have to purchase their own <br />washer /dryer and their utility bills would be higher. <br />This bid includes the company installing all the washers/dryers in the laundry facilities <br />for $50,000 with a one year warranty and staff training. After the first year the <br />maintenance would have to be done by the PHA. PHA is hoping that the income from the <br />laundry will at least pay for the attendants wages. Mrs. Ruthart said that this would have <br />to be put in the budget for FY beginning 7/1/2017. There will also be ADA approved <br />washers and dryers installed. Mr. Savage made a motion to put money in the budget for <br />the laundry facilities to be reopened and Mr. Dangerfield seconded the motion. Motion <br />passed 4 -0. <br />6. NEW BUSINESS: <br />a. Occupancy Report — 4 vacancies in Public Housing. 17 were filed on in the Court <br />System for non - payment of rent and one pending eviction for a drug violation. Mr. <br />Savage asked what happens if the person with the drug violation does not move. Mrs. <br />Ruthart explained that the PHA will file a Forcible Entry and Detainer with the Courts. <br />
