Item No. 9 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: STREET BOND IMPROVEMENTS PROGRAM <br />DATE: June 30, 2017 <br />BACKGROUND: We have created a prioritized list of 22 street segments that have been <br />identified as most needing reconstruction to one degree or another. As I described during the <br />election cycle, these are not necessarily the streets with the absolute worst pavement in the city, <br />but all are collector streets, so their reconstruction will impact the most overall traffic. Each is <br />an asphalt street, and each will be replaced with asphalt. Some will necessarily include sidewalk, <br />drainage, and utility work. Obviously we do not want to rebuild a roadway only to leave behind <br />drainage problems, or have it dug up when a water or sewer line breaks. ADA comes into play <br />with some sidewalk requirements. <br />STATUS OF ISSUE: Most of the streets will be rebuilt using a construction practice called mill <br />& overlay (or inlay). This is the type of work that was done on Collegiate in 2016, and is <br />suitable for roads with adequate bases. Other roads will require full -depth reconstruction, a more <br />expensive construction process that also includes significant engineering costs. Two roads, 33`d <br />SE and Collegiate between Clarksville and Lamar, fall somewhere in a middle ground where <br />full -depth would be preferred but not absolutely necessary. By doing only mill & overlay there, <br />coupled with some new curbing and other improvements, we will get a much better driving <br />surface that should last many years, while saving money to complete more projects. <br />Attached is a draft three -year plan, showing all of the proposed streets. Year one includes four <br />mill & overlay projects that can be done quickly and without outside engineering. They also <br />have what we believe to be good utility structures under them, so we can proceed this calendar <br />year. Also we will do in -house utility work on Graham so that it will be ready for repaving in <br />2018. Finally, we will hire an engineer to begin design on a full reconstruction of Church Street, <br />work on which will occur in 2018. All of the 22 segments will likely not be able to be funded. <br />BUDGET: Funding will come from 2017 bond proceeds, anticipated in late August. <br />RECOMMENDATION: Direct staff to proceed with plan, along with any changes agreed to. <br />
