Conduct the first public hearing on a petition for disannexation filed by Jason and <br />Whitney Boehlar for a 6.941 acre tract of land out of John W. Williams Survey, Abstract <br />No. 1001 in Paris, Lamar County Texas, known as 6055 Clarksville Street, Paris, Texas. <br />Mayor Pro -Tem Drake opened the public hearing and asked for anyone wishing to speak <br />in support or opposition of this item, to please come forward. With no one speaking, Mayor Pro- <br />Tern Drake closed the public hearing. City Attorney Stephanie Harris said the second public <br />hearing would be conducted on July 24. <br />9. Receive presentation about the Street Bond Program. <br />City Manager John Godwin outlined the Street Bond Improvements Project and <br />explained it would be a two to three year program. Mr. Godwin reviewed the proposed streets <br />for 2017, 2018 and 2019, as well as the estimated costs of each project. He explained that most <br />of the streets would be rebuilt using mill and overlay, which was suitable for roads with adequate <br />bases. He further explained that other roads would require full -depth reconstruction, which was <br />a more expensive construction process that included significant engineering costs. Mr. Godwin <br />said the preference on 33rd SE and Collegiate between Clarksville and Lamar was to do full - <br />depth, but it was not required. Mr. Godwin said year one included four mill and overlay projects <br />that could be done quickly and without outside engineering. He also said it was believed that <br />good utility structures were under them, so the process could begin this calendar year. He also <br />said the City would do in -house utility work on Graham, so it would be ready for repaving in <br />2018. Mr. Godwin informed City Council that an engineer would need to be hired to begin <br />design on a full reconstruction of Church Street, with work being scheduled in 2018. Mr. <br />Godwin said it wasn't necessary to approve the entire list tonight, but once approved they could <br />proceed with the improvements. <br />Following additional discussions, it was a consensus of City Council for city staff to <br />proceed with the six projects outlined in the 2017 Street Projects outlined by Mr. Godwin, which <br />included E. Cherry, 25 NE to 20 NE; 3rd SE, Sherman to Provine (with sidewalks); 7th NW, <br />Graham to Center; 7th SW, Washington to Bonham; Replace water line, Graham, 3rd to 7th; and <br />engineering design, Church Street. <br />
