Discuss and act on ORDINANCE NO. 2017 -025: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; AMENDING CHAPTER 12 OF THE <br />CODE OF ORDINANCES OF THE CITY OF PARIS, AMENDING ARTICLE III, <br />"FIRE CODE," TO REPEAL THE 2006 EDITION OF THE INTERNATIONAL FIRE <br />CODE AND TO ADOPT THE 2015 EDITION OF THE INTERNATIONAL FIRE <br />CODE; ESTABLISHING LOCAL AMENDMENTS TO THE 2015 EDITION OF THE <br />INTERNATIONAL FIRE CODE; PROVIDING FOR ENFORCEMENT; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br />City Engineer Carla Easton said items 10, 11 and 12 all related to building codes. Ms. <br />Easton also said in 2010, the City of Paris adopted the State mandated building codes developed <br />by the International Code Council in order to safeguard the public health, safety and welfare, and <br />to provide for safety of emergency responders by regulating building construction and renovation <br />projects. She explained that the 2006 version of the International Building Code, the Existing <br />Building Code, Residential Code, and the 2008 National Electrical Code became the official <br />codes for Paris. Ms. Easton said that the City was evaluated by the Insurance Service Office, <br />and received a rating of 9, with 1 being exemplary and 10 being deficient. She also said the ISO <br />representative indicated that in order to improve the rating from a 9, the City would need to <br />adopt, enforce and maintain a code that is within 5 years of its release. Ms. Easton explained <br />that local government agencies were encouraged to keep current with code adoptions and the <br />City was currently operating under outdated codes. Ms. Easton also said updating the codes <br />would also keep the City of Paris current with construction standards, advance the safety of <br />building systems, promote a common code, and facilitate the mobility of contractors. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Trenado. Motion carried, 6 ayes — 0 nays. <br />11. Discuss and act on ORDINANCE NO. 2017 -026: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 7 -16 AND 7- <br />18 OF ARTICLE II, BUILDING CODE, CHAPTER 7, BUILDINGS AND BUILDING <br />REGULATIONS OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, <br />TEXAS TO ADOPT THE 2015 INTERNATIONAL BUILDING CODE, THE 2015 <br />INTERNATIONAL EXISTING BUILDING CODE, THE 2015 INTERNATIONAL <br />RESIDENTIAL CODE; AND THE 2014 NATIONAL ELECTRICAL CODE, AS <br />AMENDED HEREIN AS THE OFFICIAL BUILDING, RESIDENTIAL, EXISTING <br />BUILDING AND ELECTRICAL CODES FOR ALL CONSTRUCTION WITHIN THE <br />CITY OF PARIS, TEXAS AS REQUIRED BY STATE LAW; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />
