Ms. Easton said <br />she could not say for sure, because every project was different. She emphasized the intent of the <br />amendments was safety and longevity of the building. Council Member Knox inquired of the <br />effect of the amendments on historic renovation. Ms. Easton said most of those projects would <br />be covered under the current codes. Council Member Drake asked if the current projects would <br />be grandfathered, and Ms. Easton answered in the affirmative citing if a submittal had already <br />been filed with the Engineering Department. <br />A Motion to approve this item was made by Mayor Pro -Tern Drake and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />12. Discuss and act on ORDINANCE NO. 2017 -027: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 25, <br />"PLUMING AND GAS," OF THE CODE OF ORDINANCES OF THE CITY OF <br />PARIS, TEXAS TO ADOPT THE 2015 INTERNATIONAL PLUMBING CODE AND <br />THE 2015 INTERNATIONAL FUEL GAS CODE, AS AMENDED HEREIN, AS THE <br />OFFICIAL PLUMBING AND GAS CODES FOR ALL CONSTRUCTION WITHIN <br />THE CITY OF PARIS, TEXAS, AS REQUIRED BY STATE LAW; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Council Member Trenado and seconded by <br />Council Member Jenkins. Discuss and act on RESOLUTION NO. 2017 -027: A RESOLUTION OF THE CITY OF <br />PARIS, TEXAS, FINDING THAT ONCOR ELECTRIC DELIVERY COMPANY <br />LLC'S ( "ONCOR" OR "COMPANY ") APPLICATION OT CHANGE RATES WITHIN <br />THE CITY SHOULD BE DENIED; FINDING THAT THE CITY'S REASONABLE <br />RATE CASE EXPENSES SHALL BE REIMBURSED BY THE COMPANY; <br />FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS <br />OPEN TO THE PUBLIC AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS <br />RESOLUTION TO THE COMPANY AND LEGAL COUNSEL. <br />Mr. Godwin explained that Oncor filed an application to increase the rate by 7.5% and <br />the City suspended the effective date of the rate increase allowing the City 90 days to work in <br />conjunction with the Steering Committee of Cities. Mr. Godwin further explained consultants <br />reviewing the rates identified unreasonable expenses and proposed significant rate reductions. <br />He said staff recommended approving a resolution denying the proposed electric rate increase <br />and Oncor would have 30 days to appeal to the PUC. <br />A Motion to approve the resolution denying the rate increase was made by Council <br />Member Lancaster and seconded by Council Member Trenado. Motion carried, 6 ayes — 0 nays. <br />
