Regular Council Meeting <br />September 11, 2017 <br />Page 2 <br />Jenene Lauren, 1760 34th NE — she said the City Council should study and review the <br />City's development plans, programs, zoning ordinances, the Cox Field ordinance, the Lake <br />Crook ordinance, and policies. She said she spent a lot of money to get all of these documents <br />and it was going to be a long process. <br />Michael Glatfelter — he said he was speaking about item #11, the contract with B. Bray. <br />He said the history was that Tri-State Recycling purchased a piece of property from Barney Bray <br />when he was on the Planning and Zoning Commission, and that was a conflict. He also said a <br />permit was issued within four days and then rescinded, and the City ended up in Court and it cost <br />the City $75,000. <br />Consent Agenda <br />Mayor Clifford inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. There being none, a Motion to approve the consent agenda was <br />made by Council Member Lancaster and seconded by Council Member Trenado. Motion <br />carried, 7 ayes — 0 nays. <br />5. Approve minutes from the meetings on August 14, August 28 and September 5, 2017. <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Paris Visitors & Convention Council (6-26-2017) <br />b. Traffic Commission (8-1-2017) <br />7. Approve the Final Plat of Lot 1, Block A, Christian Fellowship Church Addition, located <br />in the 3300 to 3400 Block of North Main. <br />8. Approve the Replat of Lot 1, Block A, Al Stor-N-Go Addition CB 323, located at 2420 <br />FM 79. <br />Regular Agenda <br />9. Conduct a public hearing, discuss and act on an Ordinance considering the petition of <br />Lawrence Thompson for a change in zoning from Single -Family Dwelling District No. 2 <br />(SF -2) to a Single -Family Dwelling District No. 2 (SF -2) with a Specific Use Permit #36 <br />(Recreational Facility -Private), on Sperry's 1St Addition, Block 2, Lot North PT 1, being <br />located at 2815 West Campbell Street. <br />A Motion to remove this item from the table was made by Mayor Clifford and seconded <br />by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />Planning Director Alan Efrussy explained that the applicant requested a zoning change <br />with a specific use permit and that he wished to build a basketball court on this property. Mr. <br />Efrussy said initially staff recommended approval but following the Planning & Zoning meeting <br />last Thursday, staff recommended denial. <br />
