Regular Council Meeting <br />September 11, 2017 <br />Page 3 <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. Applicant Lawrence Thompson <br />spoke in favor of the zoning change. Alice Hearne, 795-29t` NW, opposed the zoning change <br />citing traffic issues, no bathrooms and late hours. Carolyn Briley, 2510 W. Campbell, spoke <br />against the zoning change based on concerns of unwanted individuals, traffic, sanitation, bus <br />stops and churches. She also said they had several parks in the area, as well as the Trail de Paris. <br />Ms. Briley read a statement at the request of Ms. Bennie Battle, 1025 W. Houston, who also <br />opposed the zoning change for reasons stated by the others. With no one else speaking, Mayor <br />Clifford closed the public hearing. <br />Council Member Portugal said she believed people should have a right to do with their <br />property as they pleased, as long as it was not a nuisance to others. Mayor Clifford said he <br />opposed the zoning change for the reasons set out by the ladies who spoke in opposition to the <br />zoning change, and he further expressed concern about what could happen to the neighborhood <br />in the future. <br />A Motion to deny this item was made by Mayor Clifford and seconded by Council <br />Member Drake. Motion carried, 7 ayes — 0 nays. <br />10. Conduct the second public hearing on the City's proposal to increase tax revenues from <br />the preceding tax year and to set the tax rate for 2017. <br />City Manager John Godwin said this was the second public hearing as required by law. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Clifford closed the public <br />hearing. <br />11. Discuss and authorize the City Manager to execute a contract in the amount of <br />$274,975.50 with B. Bray Construction, Inc. for construction of the TxCDBG Dickson <br />Orange Infrastructure Improvements Project. <br />City Engineer Carla Easton explained the City applied for a grant through the Texas <br />Community Development Block Grant Program for replacement of water lines, sewer lines and <br />street repair on Dickson Street from 9h NW to 110, NW, and also a sewer line replacement along <br />Orange Street. Ms. Easton said the City was awarded a grant in the amount of $275,000 toward <br />plan development and construction of the proposed improvements. She also the City received <br />three bids but irregularities were found in the bid form from one of the companies so they had <br />two good bids. Ms. Easton said staff recommended authorizing a contract with B. Bray <br />Construction including the base bid, add alternate #1 and add alternate #2 in the amount of <br />$274,975.50, the lowest bid. <br />Mayor Clifford said he had questions, as he had been trying to track this online and saw it <br />on CivCast. He inquired if Ms. Easton posted it on CivCast or if they picked it up from another <br />site. Ms. Easton said she posted it on CivCast and then answered questions about the addendum. <br />
