Regular Council Meeting <br />September 11, 2017 <br />Page 4 <br />Mayor Clifford said CivCast was set up to make on-line bidding easy and inquired if there was a <br />reason the City did not do that or if the City had looked into doing so. Ms. Easton said staff had <br />not looked into it. She also said other places she had worked were not fully set up because there <br />was some prep work to receive secure bids and to make sure no one could see them until the bid <br />opening. Mayor Clifford said he does not know if it is something that was for the City, but it <br />might help the City get more bids. Mayor Clifford reiterated he was not saying the City should <br />or should not do this, but asked Ms. Easton to look into it and get back to the Council. Council <br />Member Knox questioned the wide discrepancy amount in the bids. Ms. Easton said she thought <br />there was a local advantage. Council Member Portugal wanted to know if B. Bray's safety and <br />quality record was acceptable. Ms. Easton said safety was not a part of the bid form. Mayor <br />Clifford confirmed with Ms. Easton there had been a past issue with B. Bray on West Houston <br />when concrete had to be jack hammered up, because it was not up to code. Council Member <br />Drake wanted to know if someone from the City would be overseeing this project to make sure <br />this issue does not happen again. Ms. Easton said yes, that they would have a construction <br />inspector assigned to it. Mayor Clifford said it needs to be done according to code, and all <br />required inspections done. <br />A Motion to approve the contract with B. Bray Construction was made by Mayor <br />Clifford and seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />12. Discuss and act on ORDINANCE NO. 2017-034: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF <br />A SOLID WASTE COLLECTION PERMIT TO COUNTY WASTE COLLECTIONS, <br />LLC, D/B/A TRASHY BUSINESS FOR THE PURPOSE OF ENGAGING IN THE <br />BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM <br />COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE <br />CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE <br />FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Godwin said County Waste Collections and Sanitation Solutions were the two <br />commercial solid waste haulers and currently held permits from Paris. He also said these were <br />annual permits. Mayor Clifford inquired if they could vote on items 12 and 13 together and Mr. <br />Godwin answered in the affirmative. <br />A Motion to approve items 12 and 13 was made by Mayor Clifford and seconded by <br />Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />13.
