Regular Council Meeting <br />September 11, 2017 <br />Page 5 <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />14. Discuss and act on ORDINANCE NO. 2017-036: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SEC. 26-1, <br />"COMPOSITION OF DEPARTMENT," OF CHAPTER 26, "POLICE," OF THE CODE <br />OF ORDINANCES OF THE CITY OF PARIS, TEXAS BY REDUCING THE <br />NUMBER OF OFFICERS EMPLOYED BY THE PARIS POLICE DEPARTMENT BY <br />THREE, BY REDUCING THE NUMBER OF LIEUTENANT POSITIONS FROM <br />EIGHT TO SEVEN, AND BY INCREASING THE NUMBER OF SERGEANTS <br />FROM FOUR TO FIVE; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN <br />EFFECTIVE DATE. <br />Chief Bob Hundley explained the reason for this needed change was NLISD formed a <br />police department, and the Paris Police Department furnished three officers by contract to <br />NLISD who were no longer needed. He said the total officer positions for the police department <br />would reduce from forty-three to forty and a lieutenant position would be converted to a sergeant <br />position upon a retirement effective October 31. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Trenado. Motion carried, 7 ayes — 0 nays. <br />15. Discuss and act on the fiscal year 2017-18 Annual Program of Work and Budgets for <br />Love Civic Center and the Visitors & Convention Council. <br />A Motion to remove this item from the table was made by Mayor Clifford and seconded <br />by Council Members Knox and Drake. Motion carried, 7 ayes — 0 nays. <br />Chamber Executive Director Ken Higdon said he had provided to them a line item budget <br />and asked if they had any questions. Council Member Knox said it looked great and that is <br />exactly what she asked for. She also said she was glad to see the Plan of Works. <br />A Motion to approve the budgets was made by Council Member Knox and seconded by <br />Mayor Clifford. Motion carried, 7 ayes — 0 nays. <br />16. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Council Member Drake referenced the Main Street "From Farm to Table" Event <br />scheduled for Saturday. <br />
