failed 4-3 so the commission will take no opposition to the demolition of the structures <br />because they cannot be rehabilitated and designated on the National Register of Historic <br />Places, as a recorded Texas Historic Landmark, or as historic property as designated by the <br />City Council of the City of Paris. <br />Cheri gave the commission a review of the Historic Preservation Commission duties and <br />powers, and reread demolition section of the ordinance as pertains to historic structures. She <br />also told the commission based on the ordinance, the Coca-Cola property will be having a <br />public hearing for the demolition of the Children's Wing located on their property at the next <br />meeting. Between now and then, she will get with them to make sure everything in the bullet <br />point on the ordinance is included in the packets given to the commission for the public <br />hearing. She also stated that the ordinance reads that the public hearing should be held within <br />30 days of receiving the application, and so the public hearing date would be at the next <br />meeting in October, but whatever the commission decided the property, any time frames would <br />be retroactive to the August 2017 meeting. <br />Cheri reviewed the powers and duties of the commission for the process of reviewing <br />certificate of appropriateness and how to utilize the secretary of interior standards and design <br />standards to make a decision and not to use personal opinion. <br />Discussion on Alternative Materials in the Historic District; <br />Commissioner Dux led a discussion on alternative materials and replacement windows. He <br />noted a lot of different types of windows, mostly wooden windows, but some steel frame type <br />still from pre -fire still exist. Commissioner Hider noted that more specific guidelines would <br />help the public and the commission makes a decision on windows since there are so many <br />types it might help to remove confusion on the part of the public as well. Commissioner Dux <br />asked all changes that have been approved by the commission could be added as an addendum <br />to the design standards to be available to the public. Commissioner Dux reviewed of <br />preservation briefs available by the National Parks Service, and it was also suggested by <br />Commissioner Hider that these be added as a resource to our city webpage. <br />Commissioner Dux suggested that the commission consider aluminum clad or fiberglass clad <br />wooden windows be added to the standards. - No action was taken at this meeting, but <br />Commissioner Dux requested it be placed on the next agenda. <br />HPO Report: Cheri gave a report of the administratively approved COA's. <br />Commissioner Alarid asked why the Belford Apartments were not on the agenda. <br />Commissioner Dux stated he had received the information from Commissioner Alarid but <br />didn't have time to discuss with the City Attorney the details. Commissioner Alarid interjected <br />he felt it didn't matter; Commissioner Alarid passed out to all the commissioners a written <br />proposal recommending action on Belford apartments and asked that discussion be made at the <br />next meeting. Commissioner Dux said he would look over the proposal and talk to the City <br />Attorney. Commissioner Alarid stated it was a waste of time to talk to Stephanie (City <br />Attorney) but Commissioner Dux could; however he stated he thought the commission could <br />send to council on their own, and the city attorney would reject everything anyway. <br />
