they couldn't get out of the owners grasp. Commissioner Dux stated that a type of <br />architectural style is not adequate to keep it off the list for BSC. The house is not in the <br />historic district, it is not in a historic district, as far as they know there is no significance <br />because of the owner of the house, and as far as the commission knows the only thing it <br />represents is a craftsman style house from the early 1900's, and they don't really know <br />what type of shape it is in otherwise. He reminded the commissioners that if they pull the <br />house, it is their responsibility to come up with a written report, so if they do this, he will <br />hope that one of the commissioners will do the report. The Commission was in agreement <br />that the craftsman style house made it significant to Paris historic fabric of the community. <br />A motion was made by Linda Vandiver to research the property details to determine if it <br />could be rehabilitated and designated on the National Register of Historic Places, as a <br />recorded Texas Historic Landmark, or as historic property as designated by the City <br />Council of the City of Paris. Seconded by Commissioner Steely, motion carried 7-0. <br />Commissioner Steely and Commissioner Vandiver volunteered to bring a written report of <br />their research to the commission at the meeting on October 11, 2017 regularly scheduled <br />meeting. <br />C. 350 NE 8`}' & 339 NE 8t'' Chairman Dux introduced items B & D pulled by Commissioner <br />Steeley. Commissioner Steely asked the commission if any of them had looked at them. <br />Commissioner Vandiver said that she drove by it and the grass was very high. <br />Commissioner Steely said that had been taken care of. The commission briefly discussed <br />the houses, location and condition of the carport and ramp. There was sagging leaning <br />carports, and leaning siding. Commissioner Steely said that he thought they should remove <br />the carport and the ramp of one of the houses and it would be OK. Chairman Dux called <br />for a motion. A motion was made by Steely and seconded by Commissioner Alarid to <br />oppose the demolition of the structures. During the discussion Commissioner Dux asked <br />Commissioner Steely why he thinks they should not be torn down. Commissioner Steely <br />stated they need to be cleaned up and utilized and he felt that is up to Talley. Commissioner <br />Dux asked Commissioner Steely if he would live in them. Commissioner Dux also <br />reminded the commission that Talley (Code Enforcement) has a process. Commissioner <br />Steely stated the Talley could come to the HPC meetings and give the commission the <br />process. Commissioner Barbee and Alarid, and Hider stated that they did not feel they have <br />enough information on the structures to vote. Commissioner Dux call for a vote was taken <br />by show of hands; Commissioners Steely, Alarid, and Barbee opposed the demolition of <br />the structures. Commissioner Hider asked that before he make a decision for or against that <br />he know what is the what the process was for the houses ending up on the demolish list. <br />Commissioner Dux explained the code enforcement department has a process including <br />attempts to contact the owners, work with the owner securing the structure to keep it from <br />deterioration, or if the owner isn't interested in the property demolish it. He further <br />explained that there was a concern that the structures house vagrants who might be hurt <br />inside. Commissioner Steely recommended that Commissioner Hider go to the Building <br />and Standards commission meeting next week and watch Robert Talley go through the <br />whole process. He stated the BSC would override the HPC anyhow, and he felt something <br />was fishy. Commissioner Alarid stated anything with Talley was fishy. Commissioner <br />Hider stated he was ready to vote. Commissioner Dux, Emmite, and Vandiver, and Hider <br />voted NOT to oppose the demolition of the structures.
