MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />THURSDAY, SEPTEMBER 7, 2017 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by <br />Keith Flowers, Chairman. <br />A. The following members were present: Rick Hundley, Keith Flowers, James <br />O'Bryan, Mihir "Mark" Pankaj, and Mustafa Hashmi <br />B. The following members were absent: Chad Lindsey and John Lee <br />C. Also present were Carla Easton, City Engineer; Steve Clifford, Council Liaison; <br />Clyde Crews, Fire Marshal; Ashley Stumpf, Secretary for the Planning and Zoning <br />Commission; and concerned citizens. <br />2. Approval of minutes from previous meetings. (August 7, 2017) <br />Motion was made by Rick Hundley, seconded by Mihir "Mark" Pankaj to approve minutes <br />for the August 7, 2017 meeting. Motion carried 5-0. <br />3. Public hearing to consider and take action regarding the petition of Lawrence Thompson <br />for a change in zoning from Single -Family Dwelling District No. 2 (SF -2) to a <br />Single -Family Dwelling District No. 2 (SF -2) with a Specific Use Permit #46 (Recreational <br />Facility- Private), on Sperry's I" Addition, Block 2, Lot North PT 1, being located at 2815 <br />West Campbell Street. <br />Public hearing was declared open. <br />A. No one spoke in favor. <br />B. Two individuals spoke in opposition. <br />Caroline Briley, 2510 W. Campbell Street, Paris, Texas, spoke in opposition. Ms. <br />Briley stated she had concerns that it would not stay maintained like other <br />recreation facilities in the area. Ms. Briley further stated that she had concerns <br />about the noise. <br />Alice Hearn, 795 28th Street N.W. Paris, Texas, spoke in opposition. Ms. Hearn <br />stated she had concerns about the noise, maintenance and children within the <br />
