Motion carried, 6 ayes — 0 nays. <br />12. Discuss and act on RESOLUTION NO. 2017-037: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING A <br />TAX ABATEMENT AGREEMENT BETWEEN THE CITY OF PARIS, TEXAS AND <br />CAMPBELL SOUP SUPPLY COMPANY, LLC RELATED TO ITS NEW "PLUM <br />ORGANICS LINE"; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />13. Discuss and authorize the city manager to execute a Development Agreement with Paris <br />Lakes Medical Center, LLC. <br />Mayor Clifford recused himself from participating in the discussion and vote on this item. <br />City Engineer Carla Easton explained Paris Lakes needed certain water and sewer <br />infrastructure to complete the project, which included an on-site sanitary sewer lift station, off- <br />site sanitary sewer upgrades to pipelines, and capacity improvements to the Southeast Lift <br />Station. Mayor Pro -Tem Drake confirmed with Ms. Easton that the City was responsible for the <br />water lines and the developer was responsible for the sewer improvements. Ms. Easton said an <br />agreement was required by TCEQ to proceed with construction of the on-site lift station. She <br />also said that the developer would pay for an additional pump to be installed at the Southeast Lift <br />station due to increased sewer flow. Developer Ron Parker answered questions from City <br />Council and said they were looking at a timeline of 24 months of getting this project completed. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />14. Discuss and authorize the city manager to execute a contract with Richard Drake <br />Construction Company, LP, in an amount not to exceed $950,000 for construction of East <br />Cherry, East Third, Northwest and Southwest Seventh Streets, as part of the 2017 Bond <br />Streets Project. <br />Ms. Easton informed the City Council that five bids were received and opened on <br />October 5, and that Richard Drake Construction submitted the lowest qualified bid in the amount <br />of $880,328.44. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Trenado. Motion carried, 6 ayes — 0 nays. <br />15. Discuss and act on ORDINANCE NO. 2017-047: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO M & M <br />TRANSPORTATION, TO OPERATE A TAXICAB BUSINESS ON THE PUBLIC <br />
