Approve the low bid received from Petra Chemical Company in the amount of <br />$166,750.00, for liquid caustic to be used in the water treatment plant in FY 2017-18. <br />Regular Agenda <br />10. Discuss and act on RESOLUTION NO. 2017-035: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING <br />AN ADDENDUM TO TAX ABATEMENT AGREEMENT DATED FEBRUARY 25, <br />2013 WITH CAMPBELL SOUP SUPPLY COMPANY, LLC RELATING TO THE <br />COMPANY'S SINGLE SERVE BEVERAGE LINE; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />City Attorney Stephanie Harris said Brett Dunson from Campbell Soup would be giving <br />a presentation on items 10, 11 and 12. Site leader Brett Dunson explained the aluminum single <br />serve beverage line was installed in 2013 and consumer demand had changed, thus at this time <br />they were in default of the 2013 tax abatement agreement. Mr. Dunson explained they would be <br />replacing that line with the new Plum Organics Line. Mr. Dunson said Campbell was asking that <br />the City amend the 2013 tax abatement agreement, close it out without penalty and grant a tax <br />abatement agreement for their new line. Mayor Clifford inquired about the 41 employees that <br />would be laid off. Mr. Dunson said less than one-third was still were working and others would <br />have the right to re -call when the new line starts up, and would retain their seniority. Mayor <br />Clifford confirmed with Mr. Dunson the amendments to the contract with Campbell Soup were <br />related to the creation of 50 new jobs and they had created 41 jobs. Mayor Clifford also <br />confirmed the abatement was for 7 years and they were in year 4. Council Member Drake said <br />she hated to see this happen but was glad Campbell was going to invest in the Paris Plant. <br />Council Member Portugal inquired of Mr. Dunson if the local plant had to compete with her <br />plants. Mr. Dunson said they did and an important factor was cost so anything the City could do <br />to offset costs was helpful. Council Member Portugal confirmed with Mr. Dunson that the <br />incentive from PEDC was of benefit. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />11. Discuss and act on RESOLUTION NO. 2017-036: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING <br />AN AGREEMENT TO TERMINATE TAX ABATEMENT AGREEMENT DATED <br />FEBRUARY 25, 2013 BETWEEN THE CITY OF PARIS AND CAMPBELL SOUP <br />SUPPLY COMPANY, LLC; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />
