Regular Council Meeting
October 23, 2017
Page 2
Reverend Mays, Pastor of First Salem Baptist Church — he opposed the flea market. He
said Mr. Lee came to him on a Saturday and promised that the flea market would be clean.
Reverend Mays said he told Mr. Lee it sounded good but would need to get with his church
members and his church members opposed the flea market. They did not think it was good to
have a flea market in their neighborhood and near the church. Reverend Mays expressed
concern about people parking in the church parking lot on Sunday mornings. He said it could be
a hazard to the fire trucks getting down the road. He asked the Council to reconsider the item.
Craig Dangerfield, New Salem Baptist Church member — he said they were approached
about the flea market and they opposed it. Mr. Daingerfield said he spoke to Mr. Crawford at the
fire department and he said they would be against it because of the trash and traffic on the street.
He said he also spoke to Director Jerome Pipkins at the Boys and Girls Club, who said the Board
was against it. He questioned why it could not be placed somewhere else.
Michael Glatfelter, 1345 S.E. 6th Street — he said with regard to items 10, 11 and 12, they
were giving charity where charity was no longer needed. He also said wherever Campbell Soup
was they would have to employ people. He said they would be enjoying a tax break that the
people were paying for. He said sidewalks needed to be repaired in the City, and water needed
to be clean.
Katrina Mitchell, 3005 Carson Lane, New Salem Baptist Church member — she opposed
the flea market, citing there wasn't enough room at the location and there would be traffic issues.
She questioned as to whether or not there was a plan of operation, including a plan to control
material being sold there.
Vanessa Woods, Reno, Texas, New Salem Baptist Church member — she expressed
concern about traffic because the flea market was near a school and near the Boys and Girls
Club, where children rode their bikes.
Consent Agenda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was
made by Council Member Drake and seconded by Mayor Clifford. Motion carried, 6 ayes — 0
nays.
5. Approve minutes from the meetings on October 10 and 16, 2017.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Traffic Commission (9-5-2017)
b. Main Street Advisory Board (9-12-2017)
c. Building & Standards Commission (9-18-2017)
d. Historic Preservation Commission (9-13-2017)
e. Planning & Zoning Commission (9-7-2017)
