Louisiana, <br />New Mexico, Oklahoma, <br />Texas <br />Part 139 of the Federal Aviation Regulations has been amended and was <br />published in the Federal Register on November 18, 1987. The changes are <br />effective January 1, 1988, and we have enclosed two copies; one should be <br />furnished to the person in charge of aircraft rescue and firefighting. <br />Also enclosed is a list of highlights of the significant rule changes. <br />We urge you to study the new rules carefully, especially the preamble <br />which explains the purpose of some of the major revisions. Contact your <br />assigned certification safety inspector if you have any questions. <br />As the operator of a certificated airport which does not have and is not <br />expected to have air carrier service - over 30 -seat aircraft - you can <br />appreciate the effort that will be involved in complying with these new <br />rules. The consequences,of retaining the certificate are an unjustified <br />use of FAA resources to enforce and administer regulatory requirements and <br />an unnecessary legal burden on the city of Paris. We believe the city of <br />Paris should relinquish the operating certificate. <br />Relinquishing the operating certificate will have no effect on future <br />Federal funding for airport improvements nor on the the city of Paris <br />ability to obtain an operating certificate if the airport receives air <br />carrier service in the future. The airport should continue to meet high <br />safety standards, but it need not be subject to FAA regulation to <br />accomplish this objective.
