NEW BUSINESS <br />1. New Permits - There were no new permits applied for or issued in the <br />preceding month. <br />2. Paris Flight Center Presentation Regarding Concessions for Large Fixed <br />Base Operators_ - Mrs. Boothe, Manager of the Paris Flight Center, <br />presented facts concerning fixed base operators. She stated airports are big <br />business and that fixed base operators generate lot of business for the <br />Airports. Clarksville, Texas recently lost -a business employing a number of <br />people because they did not have a fixed base operator at their airport. <br />Grayson County's fixed base operators sell gas and the county gets a <br />percentage of the profit and Greenville's fixed base operators sell the gas <br />at the airport. Mount Pleasant fixed base operators get 5% off the cost of <br />their aviation fuel from the City. Mrs. Boothe felt fixed base operators <br />should be given some discount on their gas, tie -down fees, hangar fees or <br />be assured fixed monthly cost aside from the gas in order to do business at <br />an airport. <br />Mr. Rex asked who are the fixed base operators at Cox Field. Mrs. Boothe felt <br />that it was anyone who had a telephone listing and owned their own business <br />at Cox Field. Mr. Rex asked Mrs. Boothe what her current costs were in order <br />to do business. Mrs. Boothe stated that aside from hangar rentals, office <br />rentals and fuel, they paid taxes to the City, County and State on the Air- <br />planes and on the portable building in which they office. Mr. Sudduth wanted <br />to know if anyone was currently getting any concessions at Cox Field and <br />Mrs. Boothe stated that they were not. <br />Mrs. Campbell noted that in the Paris Cox Field Airport Operations Manuel on <br />page 3 under "Definition of Fixed Base Operators" it states that a fixed base <br />operator shall be any person who shall have entered into a written lease or <br />agreement with the City of Paris, Paris, Texas for the use of any building, <br />shop or hangar, or for the site upon which such a building might be erected, <br />and who, by further agreement guarantees to provide services on the Airport <br />and serve the public with the following minimum facilities: <br />A. Aircraft storage <br />B. Approved aircraft repair station <br />C. Aviation fueling service. <br />Under this definition, there is no fixed base operator at Cox Field. <br />Mrs. Campbell suggested that under the definition on Page 4 of the Airport <br />Operations Manual it should be noted the term "local operator" is probably <br />what applies to people at Cox Field. It states on Page 4 "a local operator <br />shall be any person using the airport as a base or locus for the purpose <br />of operating any aircraft for training of students, demonstration and sale <br />of aircraft, the carrying of passengers or cargo, the repair of aircraft, <br />charter service or the use of any aircraft for the commercial purposes <br />whatsoever for hire, gift renumeration or reward, and who by an agreement <br />guarantees to maintain an office at the airport and adequate personnel for <br />performing the above - described services." <br />Mr. Rex stated that the Airport Advisory Board needed to request some in- <br />formation from Mr. Haynes on whether or not the City can discount services <br />at the Airport for any reason, and if so, what are the circumstances and are <br />
