include money to buy a membership in this organization for the Airport Manager.
2. Mr. Herbert Campbell asked Mr. Collier why the new sign hanging on the
door in the unicom office gave incorrect information. The sign offered the
Frequency 122.9 as the frequency to be used for air to air communication
between aircraft. Mr. Campbell said that this should be 122.75. Mr. Collier
said that Mr. Campbell was incorrect in this matter. Mr. Campbell used as
his source the New Airman's Information Manual published by the United States
Government. Mr. Collier said that he was unable to receive 122.75 on his
radio because he did not have a crystal for that frequency and therefore would
use 122.9. Mr. Campbell said that if Mr. Collier did this, he would be
blocking out or suggesting that pilots block out the frequency 122.9 which
is to be used at airports without a control tower, flight service station or
unicom service and that this would be incorrect. Mr. Collier said he would
take the sign down rather than correct it.
3. Mrs. Kristina Campbell complained to Mr. Collier that on the Saturday
preceding the Airport Advisory Board, she had been at the airport and had
been in the unicom office and that the employee of the City who was on duty
was not wearing a shirt or undershirt and that attire was offensive to her
personally and also a violation of the City Code which states that someone
who is on duty should be in uniform. Mr. Collier stated that Mrs. Campbell
should have communicated this complaint to him personally. Mrs. Campbell
said that Mr. Collier was not at the Airport since is was his day off and
that she did not feel it necessary to call him at home on the matter. Mr.
Collier stated that Mrs. Campbell was perhaps mistaken, that the person with-
out the shirt wasn't the employee on duty at the time and asked her if he
(the employee on duty) had put gasoline in her aircraft. Mrs. Campbell stated
that she had paid a bill and received some assistance in getting money back
from the coke machine. Mr. Herbert Campbell stated that he had also observed
the city employee without a shirt and that Dr. Keller stated that the employee
had refueled his aircraft without wearing a shirt. Mr. Collier assured the
Board that this would not occur again and that employees were definitely to
wear shirts. There was some discussion about the matter concerning uniforms.
Mr. Rex noted that in the past uniforms had been attempted. The employees
have worn hats or shirts or name tags identifying them as City employees at
Cox Field but that this effort had failed because the employees did not wear
the uniforms. Mrs. Campbell suggested that at present name tags identifying
the employee by name and the fact that they were employees at Cox Field should
be used.
Mrs. Campbell stated that she felt it would increase airport operations
efficiency if Mr. Collier, the current Airport Manager, were to be on the
Airport premises either Saturday or Sunday. This would mean a change in the
Airport Manager's work schedule and that for a second day off per week, Mr.
Collier would take a Monday. Mr. Collier felt that this was not a good idea.
Mrs. Campbell pointed out to the Board that a lot of the difficulties which
occur at the Airport happen on weekends or after Mr. Collier has gone home
during the week and that there needs to be someone with authority to act as
Airport Manager on the Airport during the Airport operations hours, whether
it is during the week or on the weekend. Mrs. Campbell suggested that one of
the employees be designated as Acting Airport Manager. Mr. Collier said that
it would not be easy to do this because usually there is only one employee
at the Airport on the weekends. Mrs. Campbell noted that during the Airport
Board Budget Workshop, money was available in the employee pay fund to hire
a second person, not full time, but part time; and that someone could be
hired for the weekend during the summer so that there would be two employees
