Airport Advisory Board Meeting Minutes <br />January 25, 1983 <br />Page 3 <br />Mr. J. K. Haynes was asked what the Airport Advisory Board's business was - <br />and whether it could deny a permit for anything other than an incomplete file. <br />Mr. Haynes cited Sec. 6 -17 -D of the city code - that the Board was charged with <br />reviewing any matter which violated the health, safety or welfare of the public. <br />Dr. Keller stated that the Airport Operations Manual of Cox Field specifically <br />prohibits unsafe flying and quoted paragraph S under Aircraft Operation, page 17 of <br />the Manual: <br />"Stunt Flying - Acrobatics <br />Except for public displays of aviation flight specifically authorized by the <br />City Council to be conducted under responsible auspices and control, violation of <br />any of the following provisions shall be illegal and an offense: <br />No person shall operate an aircraft in a careless or reckless <br />manner so as to endanger the life or property of others by <br />buzzing, diving, or low altitude flying over Cox Field Airport <br />of the City of Paris below an altitude of 3000 MSL." <br />Mr. Collier stated Mr. Wren had said he had an emergency which caused his <br />actions on the date of the incident over which a complaint to the FAA was filed. <br />Mr. Rex called for the vote on Mr. Wren's permit. <br />MOTION FAILED 2 -3 <br />Dr. Keller <br />MOVED Mr. Wren's permit be approved only subject to the findings of the FAA <br />investigation. Mr. Sudduth seconded the motion. <br />MOTION CARRIED 5 -0 <br />NEW BUSINESS <br />1. Annual review of permits - this was done at the December 8, 1982 meeting. <br />2. Progress of T.A.C. application: Mr. Collier stated that the T.A.C. funds are <br />forthcoming and the money is for a new ramp and a fuel area. <br />Mr. Joe Burress stated the taxiway to the open hangars was unsafe due to <br />gravel on the surface. The gravel comes from the access road to the open <br />hangars. <br />Mr. Collier stated he has requested the city street department surface the <br />road but nothing had been done. <br />It was <br />MOVED by Mr. Boothe and seconded by Mr. Sudduth that it be recommended to the <br />City Council that the access road be oiled or blacktopped immediately due to the <br />hazard the gravel poses to taxiing aircraft. <br />MOTION CARRIED 5 -0 <br />
