<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, SETTING THE DATE OF A SECOND PUBLIC HEARING
<br />ON LEVYING AN ASSESSMENT ON BENEFITTED PROPERTY TO PAY
<br />A PORTION OF THE COST OF THE EXPANDED SCOPE OF THE
<br />SANITARY SEWER EXTENSION FOR THE COPE ADDITION,
<br />SUBURBAN ESTATES ADDITION, GOLDEN ACRE ADDITION, AND
<br />CERTAIN TRACTS IN THE E. CROW SURVEY ALONG MEADOWLARK
<br />STREET, MOCKINGBIRD STREET, COPE STREET, PINE MILL ROAD,
<br />THOMAS DRIVE, AND WELCH CIRCLE; MAKING OTHER FINDINGS
<br />AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
<br />REPEALER; AND PROVIDING AN EFFECTIVE DATE.

<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of July,
<br />1999, in Resolution No. 99-085, approve the Pro Rata Sanitary Sewer Extension for the Cope
<br />Addition along Meadowlark, Mockingbird, Cope and Pine Mill Streets, thence southerly to tie into
<br />existing City collection systems, which could be best served by a pro rata sanitary sewer
<br />extension, containing 8" PVC sanitary sewer line and appurtenances; and,
<br />
<br />WHEREAS, by approving Resolution No. 99-085, the City Council determined it was
<br />necessary for the protection of the health and welfare of the Cope Addition along Meadowlark,
<br />Mockingbird, Cope, and Pine Mill Streets within the city of Paris for the City of Paris to extend
<br />the existing eight inch (8 ") sanitary sewer line and to act in the capacity of sponsor under the terms
<br />of Section IX of Subdivision Ordinance No. 1315 of the City of Paris with any refunds due under
<br />the pro rata charges being paid to the City of Paris Water and Sewer Fund; and,
<br />
<br />WHEREAS, at the time of approval of Resolution 99-085, the City Council found and
<br />determined that, upon receipt of the request of the citizens for the aforesaid project, preliminary
<br />plans, specifications, and an estimate of the total cost of the project were prepared and delivered
<br />to the City Manager and considered at the regular Council Meeting of the City of Paris on the 14th
<br />day of June, 1999, and a public hearing concerning the same was set for the 12th day of July,
<br />1999, at which time such public hearing was held; and,
<br />
<br />WHEREAS, after hearing the matters presented at the public hearing, the City Council
<br />was of the opinion that it was in the best interests of the citizens of Paris, and particularly the
<br />citizens in the vicinity of the proposed project, that the City of Paris act as sponsor for said project
<br />which was necessary for providing adequate sewer service and for protecting the health, safety,
<br />and welfare in the aforesaid area; and,
<br />
<br />WHEREAS, the City Council finds and determines that the prior considerations and
<br />determinations by City Council as contained in Resolution No. 99-085 as to the public necessity_
<br />and need for the aforesaid project have remained unchanged; and,
