<br />WHEREAS, the City Council finds and determines that, subsequent to the original review
<br />of the aforesaid project, it has been determined by engineers on behalf of the City that the
<br />aforesaid sanitary sewer extension for the Cope Addition project needs to be expanded to
<br />accommodate additional properties in the Cope Addition, Suburban Estates Addition, Golden Acre
<br />Addition, and certain tracts in the E. Crow Survey along Meadowlark Street, Mockingbird Street,
<br />Cope Street, Pine Mill Road, Thomas Drive, and Welch Circle not within the scope of the original
<br />project, such expanded project being consistent with the original considerations regarding
<br />providing adequate sewer to the affected citizens in protecting the health, safety, and welfare; and,

<br />WHEREAS, the prior estimate for the cost of the project has now been escalated to a total
<br />cost of $756,000.000 costs to accommodate the expanded scope of said project; and,

<br />WHEREAS, as a consequence, in order to comply with State law and City ordinance, it
<br />is necessary to conduct a subsequent public hearing concerning the estimate of the project cost,
<br />the public need and necessary for said project, to consider passing an ordinance levying an
<br />assessment on benefitted property, and to receive input from the affected citizens and the citizens
<br />in general regarding the aforesaid project; and,
<br />
<br />WHEREAS, the City Council did heretofore, on August 13, 2001, in Resolution No.
<br />2001-130, approve setting a public hearing concerning the same at the regular Council meeting
<br />on October 8,2001; and,
<br />
<br />WHEREAS, due to scheduling conflicts the October 8, 2001, regular Council meeting was
<br />consolidated with the Thursday, October 4, 2001, regular Council meeting, and the October 8,
<br />2001, public hearing was changed by prior Resolution No. 2001-144 to the October 4,2001 date;
<br />and,
<br />
<br />WHEREAS, it would be right and proper to have a second public hearing concerning the
<br />same at the regular Council meeting on Monday, November 12, 2001, at which time the City
<br />Council will consider whether or not the project expansion and accompanying assessment should
<br />be had; NOW, THEREFORE,
<br />
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
<br />TEXAS:
<br />
<br />Section 1. That the fmdings set out in the preamble to this resolution are hereby in all
<br />things approved.
<br />
<br />Section 2. That the City Council finds and determines that there is a public necessity in
<br />order to preserve and protect the health, safety, and welfare of the citizens of the City of Paris to
<br />construct the aforesaid project as currently proposed.
