MINUTES OF THE REGULAR MEETING <br />OF THE <br />BUILDING AND STANDARDS COMMISSION <br />Thursday, August 21, 2003 <br />4:00 P.M. <br />1. Chad Brown called the Building and Standards Commission Meeting to <br />order at 4:OOP.M. <br />2. Brad Archer called the roll. <br />A. The following members were present: <br />Chad Brown Patrick Brown <br />Brad Archer Harrell Tippitt <br />Pike Burkhart <br />B. The following members were absent: <br />Tommy Robinson Mark Rothfuss <br />Mary Crumpler Billy Hill <br />Ward Hall Lucius Joe, Jr. <br />3. Approval of Minutes of April 21, 2003: <br />A motion was made by Chad Brown to approve the meeting minutes, and Harrell <br />Tippitt seconded the motion. The motion carried unanimously. <br />4. Training session regarding procedures on future matters coming before the <br />Commission: <br />John Lestock, Assistant City Attorney, conducted the training session. <br />Each case will begin with the Code Inspectors. Once they have located a <br />building that meets the criteria for a substandard building, a notice of violation <br />will be sent to the property owner(s) and lien holder(s) via certified mail and an <br />ad will be placed in the newspaper. Eleven days notice is required before the <br />hearing. <br />After the notice of violation has been served the case can go to a hearing before <br />the Commission. The Commission will be presented with a file for each case <br />being heard. These files will contain pictures and other information needed to <br />decide each case. The Code Inspector will make a recommendation for each case <br />and then the property owner will be able to make their case. A case can be heard <br />without the property owner being present if the notice of violation has been <br />properly presented. <br />After the code inspection official and the property owner have both been heard <br />the Commission will deliberate their decision and sign a form that declares their <br />judgment for the case. The Commission can order that the property be vacated, <br />
