MINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION Thursday, August 21, 2003 4:00 P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:OOP.M. 2. Brad Archer called the roll. A. The following members were present: Chad Brown Patrick Brown Brad Archer Harrell Tippitt Pike Burkhart B. The following members were absent: Tommy Robinson Mark Rothfuss Mary Crumpler Billy Hill Ward Hall Lucius Joe, Jr. 3. Approval of Minutes of April 21, 2003: A motion was made by Chad Brown to approve the meeting minutes, and Harrell Tippitt seconded the motion. The motion carried unanimously. 4. Training session regarding procedures on future matters coming before the Commission: John Lestock, Assistant City Attorney, conducted the training session. Each case will begin with the Code Inspectors. Once they have located a building that meets the criteria for a substandard building, a notice of violation will be sent to the property owner(s) and lien holder(s) via certified mail and an ad will be placed in the newspaper. Eleven days notice is required before the hearing. After the notice of violation has been served the case can go to a hearing before the Commission. The Commission will be presented with a file for each case being heard. These files will contain pictures and other information needed to decide each case. The Code Inspector will make a recommendation for each case and then the property owner will be able to make their case. A case can be heard without the property owner being present if the notice of violation has been properly presented. After the code inspection official and the property owner have both been heard the Commission will deliberate their decision and sign a form that declares their judgment for the case.
