MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />November 13, 2017 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />November 13, 2017, at the City Council Chamber, 107 E. Kauftnan, Paris, Texas. <br />Present: Mayor: Steven Clifford <br />Council Members: Billie Lancaster; Billy Trenado; Linda Knox; <br />Cleonne Drake; and Paula Portugal <br />City Staff: John Godwin, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Bob Hundley, Police Chief; Doug <br />Harris, Utilities Director; Kent Klinkerman, EMS <br />Director; Jerry McDaniel, Public Works Director; <br />Alan Efrussy, Planning Director; Clyde Crews; Fire <br />Marshal; Thomas McMonigle, Assistant Fire Chief <br />Absent: Council Member: Aaron Jenkins <br />Opening Agenda <br />Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Gene Anderson gave the invocation. <br />Pledge of Allegiance. <br />Council Member Drake led the pledge. <br />4. A. Citizens' Forum. <br />Bryan Raney, 1425 S. Church, Blankenship Oil — he said he was speaking about item 14. <br />He told City Council that they were a local company and everything they did was in the <br />community. He also said they were the low bidder. Mayor Clifford informed Mr. Raney he had <br />been speaking for two minutes but that he would be allowed to speak when they got to item 14. <br />Don Wilson, 3110 Stacy Lane — he questioned the streets that were selected for bond <br />money and said the streets scheduled for repair were all in one district. He referenced 7th <br />Northwest Street and Cherry Street between 20th and 25th Streets, and said Cherry should not be <br />placed ahead of streets in his district. Mr. Wilson also said there were other streets more heavily <br />
